This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Supervisory Department Information Officer (DIO) in the Integrated Engagement Systems Department (E) of the Naval Surface Warfare Center Dahlgren Division. You will perform functions as the Department Information Officer (DIO) managing a complex information security infrastructure to protect sensitive program information.
Duties
You will be responsible for the oversight and execution of information technology and cybersecurity management efforts for all department assets.
You will serve as first level supervisor for the Department Information Officer (DIO) Group.
You will perform the full range of supervisory duties for a diverse group of professionals, e.g., hiring, performance development and evaluation, training, reviewing/evaluating work, recommendations for promotion and other personnel actions.
You will ensure the planning, procurement, operation, and disposal of all department assets remain in compliance with applicable U.S. government, Department of Defense, Department of the Navy, and command policies and standards.
You will ensure timely and appropriate corrective and remediation measures are taken when known or suspected cybersecurity incidents or vulnerabilities are identified.
You will conduct analysis to determine the root cause of vulnerabilities and take action to prevent future incidents.
You will work closely with the E Department Head, E Deputy Department Head, E Department IT Strategist, Activity Chief Information Officer, and Information Systems Security Manager to effectively plan, resource, and execute IT/cybersecurity tasks.
You will ensure IT and cybersecurity operations within the department are adequately measured using appropriate metrics and will review these metrics to evaluate process efficiency, making adjustments as necessary to ensure mission needs are met.
You will represent E Department on applicable IT/cyber working groups and governance teams composed of subject matter experts from across the organization in order to achieve targeted objectives.
You will collaborate with E Department leadership, customer advocates, project leads, and sponsors to better understand cybersecurity requirements and make adjustments to E Department equipment, networks, and/or spaces.
You will manage a complex information security infrastructure to protect sensitive program information.
You will ensure that all appropriate IT and cybersecurity inspections, tests, and reviews are coordinated and executed across all E Department laboratory environments.
You will prepare, distribute, and maintain plans, instructions, guidance, and standard operating procedures concerning the security of network system(s) operations.
You will provide subject matter expert input on cybersecurity requirements to be included in statements of work and other appropriate procurement documents.
You will communicate and report IT/cybersecurity related status and information across all E Department organizational boundaries.
You will advise appropriate senior leadership or authorizing official of changes affecting the organization's cybersecurity posture.

- This is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 612 (Security Control Assessor) at the Advanced level within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying advanced Information Technology principles to lead the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities. Examples of qualifying experience may include (1) managing complex information security infrastructure to protect sensitive program information; (2) technical experience in information assurance, asset management, and the installation and troubleshooting of IT equipment; (3) Broad and extensive knowledge of cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
