Duties
Identifies areas for system and/or process improvements based on Procurement regulatory, policy, and procedural guidance.
Reviews internal controls covering the Procurement process and the overall supply chain.
Conducts reviews and approvals of major customer service level agreements, major strategic sourcing agreements, long-term contracts, and Basic Ordering Agreements.
Monitors, analyzes, and evaluates Key Performance Indicators (KPI), metrics, and other process performance critical data to
ensure the Procurement process area is meeting its performance targets and identifies trends and other factors adversely affecting performance.
Provides advice and guidance for interpreting and applying procurement applications to enterprise-wide contracting processes and procedures.
Conducts surveys and studies involving the formulation, coordination, and implementation of plans and programs.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing and evaluating Defense contracting laws, regulations, and policies, including techniques of contracting operations.
Utilizing a very broad range of contracting methods governing the procurement process, such as the Federal Acquisition Regulation (FAR), Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Agency Directive (DLAD).
Performing a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the procurement process.
Evaluating the effectiveness and efficiency of activities within the procurement process area in order to develop and implement corrective actions for complex procurement process problems.
Communicating effectively with personnel across multi-functional process areas and diverse supply chains.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
