This position is located within the Financial Management Division (FMD), in the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). FMD manages planning, budget analysis, justification, control, and reporting of MCC's fiscal resources. Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.

Duties

DUTIES: The primary role for this position is the application administrator for MCC's OneStream XF cloud budget system, serving as the technical authority of the budget system and providing other application tools (such as Microsoft PowerBI) and supports overall the financial planning and execution review of agency resources. As application administrator, you will: operate, configure and maintain OneStream system, tools and reports, including software upgrades. This includes maintaining the OneStream environments: managing user access, maintaining the account codes and hierarchies, monitoring and running the daily data integration jobs, executing monthly data imports and reconciliations, managing test environments, providing Tier 1 and 2 level support, troubleshooting issues, and working with MCC's support contractor to resolve issues. monitor the OneStream system, tools and reports to ensure their availability, reliability, and performance meet the FMD team's and cross-agency budget holder community's requirements. prepare the OneStream system for the budget exercises throughout the fiscal year (planning, formulation, review): manage business rules, execute data copies, seed reference data, and update navigational guides. oversee integration of budgetary general ledger balances and transactional data from Oracle Federal Financials into OneStream. perform regular validations of data against the Oracle general ledger, ensuring the proper mapping of any new accounts to the existing reports, and troubleshoot any anomalies or differences between systems. manage the annual application upgrade process, working with OneStream to determine target version, testing functionality in a development environment, addressing issues that arise, and implementing upgrade in the production environment serve as Contracting Officer Representative (COR) and Project Manager on the service contract for OneStream XF. analyze available data from MCC's financial systems, including grant reporting systems, and develop ideas and reports for deeper analysis in the areas of spending trends, budget execution, human capital, MCC's program portfolio, and other areas pertinent to MCC's financial management. performs other related duties as assigned.

Qualifications

To qualify for pay band 3B applicants must meet the following: Qualifying experience for Pay Band 3B includes one year of specialized experience (comparable to the Pay Band 4a or GS-13 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: experience in the configuration and operation of OneStream XF or similar budget management systems to ensure that the budget system is performing properly, has data integrity, and meets agency-level data collection and financial reporting requirements; experience with the federal budget processes and budgetary accounting in the US standard general ledger (USSGL) methods, techniques and systems; performing financial reconciliations and analysis sufficient to examine and interpret financial and budgetary data to validate system integrations and develop data visualizations (such as PowerBI); and communicating, orally and in writing, to develop and present memoranda and reports, prepare and/or review documentation in support of reports and/or systems requirements.
