As a Management & Program Analyst you will: provide the VSC management with objectively based information for making decisions on the administrative and programmatic aspects of VSC operations and management. The position provides ongoing analysis and executive support to the Service Center Manager by accomplishing a wide variety of assignments concerned with the effectiveness of the VSC.

Duties

he Major Duties of the Management and Program Analyst include: Reviews and studies laws, VA administrative issues and special instructions to determine their effect on organizational alignment, work methods and procedures, application of work measurement, work simplifications, documentation of essential records, and flow of communications to determine the need for new or revised local policies, procedures or controls, and to coordinate these determinations with operation officials concerned. Conducts comprehensive studies and analysis, to include fiscal reviews, to evaluate the effectiveness of the VSC. Identifies areas in need of improvement and recommends ways to effect same. Ingenuity, original thinking, inventiveness, and independent judgment are required to arrive at clear-cut determinations as to whether manpower, material, and funds are being used to the optimum. These reviews require the application of special skills involving auditing, reviewing, and analyzing and interpreting controlling laws, regulations, and procedures, as implemented by various manuals and publications. Develops and composes division publications and advises on management policies and procedures as assigned. Prepares statistical and narrative reports for the VSCM. Makes recommendations for corrective actions. Schedules and coordinates special projects and reviews within controlling directives. Participates in the assignment of work within the division by being a subject matter expert on various systems including the NWQ and WIT. Assists management in developing overtime budget estimates by referring to prior year data, compiling information and completing various documents. Responds to inquiries from external stakeholders including National Service Officers and Congressional offices. Serves as the division's telework coordinator, working with all entities to ensure employees are able to remotely access system to perform work. Deals with IT, ISOs, and other stakeholders to ensure issues are resolved in a professional and accurate manner. Advises and assists on division matters dealing with HR. Prepares needed paperwork, controls for required actions. Serves on station committees as assigned. Is assigned other related duties which involve committee and special project assignments.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education/Specialized Experience Requirement: You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing written explanations of the application of laws, regulations, precedents, and practices when they affect organizational processes. Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Experience adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Experience conducting detailed analyses of complex functions and work processes. Experience presenting staffing recommendations and negotiating solutions to disputed recommendations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years (54 SH) of progressively higher level graduate education leading to such a degree; or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. 50% of specialized experience is equivalent to 6 months, and 50% of education is equivalent to 27 SH of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree. Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-7 grade level. For example, an applicant who has 9 semester hours of graduate education (i.e., 50% of graduate education required) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
