This position serves as a Medical Administration Specialist - Administrative Officer of the Day (AOD) and is aligned under the Health Administration service at the William S. Middleton Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705. The AOD represents the medical center director in all administrative matters occurring when assigned to other than a normal tour of duty. The AOD is delegated full authority and responsibility to exercise the medical center director's prerogative in health administration matters, representing and acting on behalf of the Director in all non-policy making administrative matters. The AOD represents management in matters pertaining to the lawful provision of health care of veterans in the VA Medical Center. Major Duties: Provides guidance to personnel assigned to other than normal tours of duty, such as: medical clerks, telephone operators, file, room personnel, admitting and clinical, clerks, hospital police, NESS staff and serves as an advisory resource. Coordinates non-routine contracts received at the medical center. Completes Veteran applications for eligibility and subsequent enrollment processes. Responsible for calling in all necessary employees on an overtime basis to attend to patient care needs or for emergency repairs, etc., including calling in physicians as requested by the MOD. Interprets and applies benefits associated with local and national sharing agreements. Investigates unusual incidents occurring during tour involving the welfare, injury or abuse of patients; loss of personal property; infractions of VA medical center rules, etc. Provides orientation and situational technical advice to physicians regarding VA policies and procedures. Delegated authority to act on behalf of the Director to initiate actions dealing with any disaster situation, in accordance with hospital wide disaster plan. Provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients. Releases appropriate information to news media and public in accordance with VA regulations, VA Medical center policy, and privacy Act and Freedom of Information Act requirements. Promotes harmonious working relationship among patients, public, and staff. Directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action Provides compassionate and sympathetic explanation of death and burial benefits to family and next of kin. Provides written and oral reporting of incidents, beneficiaries, employees, as well as safety or other issues. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023. You may qualify based on your experience and/or education as described below: GRADE REQUIREMENTS: GS-07: Experience: Must possess at least one (1) full year of experience equivalent to at least the next lower grade level (GS-06) that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes, but are not limited to: Working knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries; Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; Working knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports; Working knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures; Knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center; Ability to identify and analyze complex problem or situations with a wide range of variables; Skill in communication and interpersonal relations, including the ability to appropriately and courteously relate internal and external customers. OR, Education: Applicants may substitute education for the required experience. Successful completion of one (1) full year of graduate level education; or successful completion of a full 4-year course of study leading to a bachelor's degree; or have Superior Academic Achievement (S.A.A) obtained in an accredited college or university. (Transcripts Required) OR, Combination: Applicants may combine education and experience to qualify at this level. Must possess equivalent combinations of education and experience to qualify at this level. Applicants must have a combination of successfully completed graduate level education and specialized experience as described above. (Transcripts Required) GS-09: Experience: Must possess at least one (1) full year of experience equivalent to at least the next lower grade level (GS-07) that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes, but are not limited to: Advanced knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries; Working knowledge interpreting rules, regulations, policies, and procedures to make sound decisions, using good judgment; Advanced knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports; Advanced working knowledge of safety and fire prevention rules and regulations of facility and community disaster plans and procedures; Advanced knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center; Working knowledge to identify and analyze complex problem or situations with a wide range of variables; Advanced working knowledge to cope with problems and initiate resolution while working independently and with minimal or no supervision. OR, Education: Applicants may substitute education for the required experience. Must possess a masters or equivalent graduate degree; or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree; or LL.B or J.D., if related , obtained in an accredited college or university. (Transcripts Required) OR, Combination: Applicants may combine education and experience to qualify at this level. Must possess equivalent combinations of experience and education. Applicants must have a combination of successfully completed graduate level education and specialized experience as described above and is directly related to the position. (Transcripts Required) Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Work Environment: Work is accomplished throughout the Medical Center and within an office setting.
