This position, (Diversity, Equity, and Inclusion/Organizational Development Manager - DEI/OD) will be physically located at the Madison VA Hospital and may require occasional travel off-campus work locations affiliated with the Madison VA. This position is aligned under the Director's Office and reports to the Facility Director.
Duties
Duties are extensive and below you can read an overview, this is not all inclusive:
The position is responsible for the overall development, management and implementation of Madison VA's DEI strategy and works closely with the Facility Director, executive leadership, senior facility leaders, DEI and health equity practitioners, DEI Training Specialist and Equal Employment Opportunity (EEO) Office to execute key DEI initiatives and to evaluate health equity metrics to take actions to achieve maximum equity for underserved Veteran populations. In this capacity, the incumbent is responsible for implementing guidelines, criteria and standards for the execution of all facets of
the DEI and health equity initiatives and policies of the Madison VA and Community-Based Outpatient Clinics (CBOCs), located within the 19-county catchment area spanning southcentral Wisconsin and northern Illinois and developing the respective action plans.
Provides leadership on special projects, studies and Tiger Teams as assigned by executive leadership
Works with Veteran Integrated Service Network (VISN) and VA Central Office (VACO) on DEI or health equity initiatives
Serves as a liaison to VISN 12 VHA facilities regarding DEI and health equity issues and works in concert with these facilities on VISN-wide directives, mandates and other projects designed to enhance the continuity and quality of care
Functions with a high degree of autonomy, independently initiating projects/studies, and providing key staff support to the Facility Director
Develops and leads a diverse, multi-professional team that works independently and has extensive experience with program and project analysis and management
Additionally, the position is expected to make independent decisions about the appropriate allocation of time and effort to individual and collaborative projects and to keep their direct supervisor and leadership informed at all times of any issues or difficulty in achieving established timelines and/or
goals
Must be familiar with VA policies, procedures and the importance of maintaining and enhancing relationships with the responsible program offices assigned to each of the operating plans.
Operational Oversight:
Develop and oversees the Diversity, Equity and Inclusion and Health Equity Office with oversight over DEI and health equity programs. The incumbent functions in a senior staff capacity as a top management resource to all services in DEI and health equity coordination, implementation and evaluation of Madison VA administrative and clinical programs, goals and objectives. Within these responsibilities, the incumbent acts as a full liaison for
the Facility Director between all clinical and administrative services, VISN 12, VACO and community organizations.
Program Management and Administration:
Serves as a program manager for DEI and health equity, which encompass complex assigned projects, working directly with business owners and major initiative leads. Serves as an expert advisor on DEI and health equity. Leads the development and implementation of proactive DEI initiatives that supports efforts to define, understand, assess and cultivate diversity.
Communications and Evaluation:
Creates and implements communication strategies and serves as a content manager for the trainings, web resources, social media and print materials to support DEI and related initiatives in collaboration with other services, the facility EEO Manager and the DEI Training Specialist.
Other responsibilities and Special Projects:
Conducts and evaluates special DEI studies on various subjects, most of which require extensive investigation and analysis. These may include reviews of various Medical Center programs for efficiency and effectiveness and status reports dealing with critical operational matters. Designs and provides appropriate analysis. Also, designs and implements follow-up systems to track outstanding issues and matters of concern to executive leadership.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

EXPERIENCE:
1 year equivalent to at least next lower grade of GS-11 with relatable experience. Describe your related experience with specific detail.
Samples of experience:

Knowledge of principles, concepts, laws, and regulations of human resources management (HRM), with a high level of consultative skill that is sufficient to serve as an expert and key advisor to top agency management officials on the integration of diversity and inclusion in the workplace
Knowledge of working collaboratively to develop and implement recruitment and retention strategies focused on building a diverse, equitable and inclusive workforce and work environment
Knowledge of collaborator and relationship builder, with strong interpersonal skills and ability to build coalitions and collaborative working relationships with a broad range of diverse individuals and groups
Knowledge of program development and delivery methodologies and techniques to manage, identify, evaluate, recommend, and implement program strategies
Mastery of advanced concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs
Ability to plan program objectives, operations, conduct onsite investigations and evaluate the analysis of program effectiveness
Knowledge to apply management tools and techniques (flow charts, decision trees, demographic analysis, forecasting techniques, needs assessment, feasibility studies, etc.) to conduct analytical studies
Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional requirements, including presenting alternative approaches
Skills in conflict resolution, team building, executive meeting facilitation, and group dynamics
Ability to write reports that accurately reflect findings and recommendations related to program management activities and status
Ability to quickly acquire and apply knowledge of VA policies and procedures as well as its organizational and functional structures to make recommendations for organizational improvement
Ability to understand the mission, functions, and organizational goals of the facility and program offices
Ability to recognize the necessity of working within a timeframe to meet program deadlines and the ability to motivate others to work on this basis
Skill in oral and written communication skills with experience in multiple communication modes, including social media
Ability to speak publicly with diverse groups with varying perspectives including national level offices, VAMC management and staff, Veterans Integrated Service Networks (VISN) staff, and outside consultants and organizations
Ability to analyze problems and present both written and oral recommendations taking into full consideration a wide range of factors and requirements which affect the management of the healthcare delivery system
Specialized Experience: Experience as a DEI/HE manager and/or education is a DEI/HE-related field is highly valued.
