Duties
If selected for this position, you will participate in the overall planning and managing of an administrative support program in the areas of budget and finance and acquisitions and facility support services as the Resource Management Officer in the United States Attorney's Office for the Western District of Wisconsin. Typical work assignments will include:
Supervising staff by planning the work to be accomplished, setting goals and priorities, and preparing schedules for completion of work.
Assigning work to others based on difficulty of assignments and staff capabilities.
Developing internal policies and procedures.
Identifying developmental and training needs of others.
Identifying ways to improve production and increase quality of work.
Assisting in budget formulation and execution.
Applying a wide range of statistical and quantitative analytical methodologies in developing short- and long-range budgets.
Anticipating changes in resource changes, program requirements, and information technology.
Participating in the preparation of budgetary reports.
Assessing the adequacy of the existing human resources programs and workforce planning.
Reviewing evaluation reports, legislation, new regulations, etc., to determine trends, areas of deficiency, and improvements that are needed in various HR programs.
Developing recruitment strategies, conducting job analyses, evaluating candidates, and ensuring personnel actions comply with appropriate requirements.
Serving as a consultant to management on HR management matters with independent responsibility for resolving controversial, complex, and very difficult types of problem cases.
Providing authoritative technical assistance, decision making, and solutions regarding HR issues.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-13: To be eligible at the GS-13 level, you must have at least ONE year of Specialized Experience equivalent to the GS-12 level in Federal Service.
Specialized experience for this position is defined as performing the duties described in at least two (2) of the following areas: (A) analyzing and managing a comprehensive program of support services in the areas of: facility and space management, records management, and/or mail and property management OR (B) managing a financial management program to include developing short and long-range budgets and exercising full authority for controlling and authorizing the expenditure of funds allocated for various budgets OR (C) managing a contracting and/or purchasing program to include assuring that activities are in compliance with applicable procurement regulations and procedures while providing guidance on a variety of contracting procedures.
