Duties
Duties of the Pharmacy Administrative Officer include but are not limited to:
Independently provides for the overall administrative management of the Service, by evaluating and advising on the organization, methods and procedures for providing administrative support systems such as records, communications, directives, forms, files and documentation.
Works collaboratively with other managers/Service Lines in the Medical Center to find effective resolutions to operational problems and ensure a smooth interface with other Services, and customers both internal and external to the Medical Center.
Responsible for the daily service operations to include independently planning, organizing and executing administrative actions, preparing complex memorandums and communications for the local facility, VISN 15 and National purposes, as appropriate.
Support clinical pharmacy services supervisors through review & oversight of encounter reports, Focused professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) reports, view alert reports, unsigned/cosigned reports, clinic build & clinic Maintenance.
Management of multiple pharmacy contracts and serve as the Contracting Officer.
Oversight of new hire onboarding and HR 6-part folder management. Coordination with School's of Pharmacy, education, HR, & IT for the onboarding of pharmacy students, residents, and trainees.
Analyzes and evaluates the effectiveness and efficiency through processes of the Service Line program operations in meeting established goals and objectives utilizing the data of VSSC, Pyramid, MCAO, ARC, VistA and other analytical systems.
Monitors provider-specific utilization patterns, performance measures, utilization, cost data and human resource fiscal expenditures (salary/overtime). The Administrative Officer prepares cost/benefit analysis that enable executive management to make informed decisions regarding the service activities and resources.
Compiles, coordinates and completes facility responses to recurring and nonrecurring service special reports for review by the Chief of Staff's office, Medical Center Director, VISN Program Leads and/or national program office when requested.
Monitors and manages resources of the Service to ensure that the organization functions within its budget.
Provides guidance to management and program personnel on budgetary and finance issues. Manages budget projection/formulation and execution for service expenses. The incumbent also manages the Service's fund control points.
As the primary administrative representative for the Service, the incumbent manage procurement and contracting.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Using and analyzing data to make service level decisions on clinic/resource management, budget management and designing/implementation of service/clinic process change;
Working in a health care setting using administrative skills to assist leadership in the operation of the designated service.

Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and
carrying items weighing 25 pounds maybe required. Assignments may occasionally
involve longer periods of standing, bending and stooping to observe and facilitate group
projects or activities.
