The VA New Jersey Health Care System is currently recruiting for one(1) Medical Administration Specialist to work in the Medical Administration Service in East Orange, New Jersey. The incumbents functioning as the Administrative Officer of the Day (AOD) with the responsibility of representing the facility on all administrative matters that occur during other than a normal tour of duty.

Duties

Duties include but are not limited to the following: Health Benefits Enrollment and Eligibility Advisor: Serves as the administrative authority during other than regular business hours on all issues involving the enrollment and eligibility determination process. Determines applicant's eligibility and applies the appropriate regulatory authority in conjunction with VA Healthcare eligibility, DoD sharing agreements (Tricare and CHAMPVA) to determine eligibility for VA health care. The AOD independently verifies eligibility for care utilizing primary sources including but not limited to Hospital Inquiry (HINQ), VIS, and military discharge papers, MY TRICARE and assigns a priority group to the Veteran. Administrative Coordination and Communication: Coordinates all inquiries received by the VA medical facility during other than regular business hours with the appropriate personnel. Provides administrative guidance and advice to the Medical Officer of the Day (MOD) and other clinical staff concerning administrative matters necessary for the operation of the VA medical facility during other than regular business hours. This includes facilitating transfers to and from VA and non-VA medical facilities. Observes, evaluates, and coordinates administrative activities with FMS, Laboratory, Radiology, PCS, Safety and Environmental Management personnel, among others. Schedules follow up appointments for patients as needed to facilitate timely access to care. Coordinates non-routine contacts received at the Medical Center after regular operating hours. Receives and responds to non-routine patient inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement officials, representatives from private hospitals, Veterans Service Organization (VSO) representatives, VA Central Office, Congressional Offices, military personnel, private physicians, media, and the public. Special Program Administration: The incumbent proficiently and accurately performs data entry and adheres to consistency reviews, national, VISN, and local policies and procedures governing data integrity. Processing complete and accurate patient information is essential in the proper functioning of the Master Patient Index (MPI). Prepares accurate daily Gains and Loss (G&L) Sheet and other related bed control statistical reports. Provides daily report/log of all activities occurring during the off tour. Ensures log entries are accurate and precise, reflecting patient activity, special incidents, and any other applicable information necessary for review by Medical Center Management. Follow up with daytime shift to ensure proper hand-off of information received during his/her tour. During regular duty hours, the incumbent is assigned to perform additional medical administrative duties, as such; -the incumbent participates in special projects or analytical reviews of data; -takes initiative to complete on-going training and attend classes; -shadows front line MAS staff during regular tour hours for continuous learning of all MAS initiatives; -serves as a back-up to front line operations; -prepares, coordinates, and implements training to other staff in the department in subject areas needing training. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Qualifying specialized experience would typically include, but are not limited to: experience in managing Beneficiary Travel, Personal Funds of Patients, Decedent Affairs, basic Medical Care Cost Recovery (MCCR) and other program areas; Updating patients' demographic information and obtains appropriate third-party insurance data for MCCR; Scheduling and coordinating travel involves transportation preparations, verifying Veteran eligibility for VA or contracted transportation benefits, communicating, and coordinating transportation details with the Veteran, Medical Center staff, and appropriate transportation parties; and providing administrative guidance and advice to the Medical Officer of the Day (MOD) and other clinical staff concerning administrative matters necessary for the operation of the VA medical facility. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters degree or equivalent graduate level degree or 2 full years of progressively higher-level graduate education leading to such a degree (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year (Transcripts Required). You will be rated on the following Competencies for this position: Administration and ManagementAttention to DetailDecision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking between offices and floors of the hospital building with the frequent requirement of lifting objects such as suitcases, clothing, or other administrative items.
