The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Eastern Colorado Health Care System (ECHCS), in the Organizational Development and Education (OD&E) Service directly reporting to the Education Officer. The primary purpose of the Administrative Officer (AO) is to provide administrative leadership and support to the service's clinical leadership in support of Education throughout the health care system.

Duties

Major Duties include: Service Management: The AO operationally manages all the administrative functions of each element of the department. To this effect, service management includes the following subsections of responsibility: Fiscal; Human Resources (HR); Quality Management and Customer Satisfaction; and Contract Management. - Fiscal Responsibility: The AO assumes daily operations and responsibility for identifying, acquiring, and retaining the resources necessary to accomplish the Education Service objectives. This includes managing personnel, funds, equipment, space, information technology, systems, and structures. Performing cost-benefit analyses to justify contracts, permanent staff/services, and/or equipment; preparing funding and staffing requirement requests; utilization and planning of fund control point budgets; approving individual expenditures for all non-recurring cost items; and managing capital assets of the Education Service, including new equipment purchases and review of the annual equipment inventory list (EIL) with key clinic personnel. - Human Resources: The AO is responsible for reviewing and implementing organizational chart changes, position descriptions, and individual performance standards. In addition, the incumbent provides guidelines on such issues as leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities. The AO also has sole responsibility for ensuring that hiring of new staff is completed within a timely manner. - Compliance: The AO reviews and analyzes memoranda, regulations, and policy statements issued by VA, VHA, VISN 19, VA ECHCS, the Joint Commission, and other regulatory bodies. He/she implements and may direct implementation of revised policies and procedures, ensuring compliance with the directives. He/she provides advice and assistance concerning administrative operations, development, and the control of administrative management reports specific to Education. In some cases, the AO is responsible for the creation and vetting of policies and procedures. - Quality Management and Customer Satisfaction: The AO serves as the Service Recovery Liaison for the Education Service. Duties include serving as a direct line administrative point of contact for all Education Service matters, resolving customer and employee complaints and issues at the lowest possible level. The AO coordinates service-level quality management activities including but not limited to: Systems Redesign projects; service-level quality assurance, audits, and process improvement; pre and post Education delivery surveys and assessments; and ensuring the service is compliant with all associated rules and regulations. - Contract Management: When necessary, the AO serves as the Contracting Officer's Representative (COR) for Education Service contracts, including services and commodities. The AO is responsibility for obtaining and maintaining COR certifications for current contracts, as well as in the event that a contract and COR are needed. In the capacity of COR, the AO is responsible for protecting the government's fiduciary interest and is required to insure that all obligations made to the federal government are met. The incumbent is responsible for placing orders against the contracts, furnishing technical guidance, presenting advice, certifying invoices, and providing general supervision of the work performed under the contracts. Project Management: The AO is expected to serve as the point of contact for all projects related to Education to insure that process improvement projects and project implementation are coordinated appropriately and that best practice results from pilots are implemented as widely as possible throughout the healthcare system. The AO serves as the point of contact, and occasionally the subject matter expert, for the service for all items related to the project and transition. The AO coordinates with various stakeholders, staff, service chiefs, and leadership to ensure that the needs of Primary Care service are met within any applicable project. This requires that the AO have a working knowledge of both clinical and logistical processes in order advocate appropriately and generate optimal outcomes for the health care system in regards to education. The AO may serve as a lead or co-lead on ECHCS committees, teams, and/or workgroups, where the AO facilitates meetings, coordinates meetings and projects, and analyzes and summarizes data appropriately. After a project's completion, the AO ensures and monitors effectiveness and sustainability. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Example: an SF-50 with a "Within Grade Increase" in Steps is acceptable. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that demonstrates planning, coordinating, and execution of office functions and resource allocation; developing budget estimates and justifications; personnel and human resource practices to include hiring, classification, labor relations, and personal actions; data collection and process improvement in an office setting; analytical skills and the ability to research problems and issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior Academic Achievement (SAA is based on class standing, grade-point average of 3.0 or higher out of a possible 4.0, or honor society membership). To qualify based on education for the GS-9 grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher- level graduate education leading to a master's degree or I have a LL.B. or J.D. Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of this position.. OR, Combination: . Applicants may also combine education and experience to qualify at this level and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Note: Only graduate education in excess of the first year is creditable when combining experience and education for the GS-09. Physical Requirements: The work is generally sedentary and requires some carrying of light items such as notebooks and papers. No excessive physical demands are required. The incumbent must be able to move about freely to various locations throughout the medical center.
