The Management Analyst will provide sound judgment and advise to the Program Director on all matters related to administrative actions, process excellence, strategic engagements and procedures and policies. Collaborates with employees to identify mission requirements and data collection. Collects and analyzes weekly reports and disseminate accordingly to regulatory requirements. Perform other related duties including travel preparation for senior leadership and other related task.

Duties

Assists the Division Director/Branch Chief/Deputy Regional Administrator in identifying and evaluating options for addressing matters within all of the areas for which they formulate policies, plans and recommendations. Advises the Division Director/Branch Chief/Deputy Regional Administrator on key decisions for the accomplishment of work. Produces PowerPoint presentations, project plans and updates. Summarizes and follows up on weekly staff reports. Develops materials and drafts communications to assist the Division Director/Branch Chief/Deputy Regional Administrator in communicating goals, objectives, policies, procedures, requests, project summaries and status reports. Plans and conducts special short-term, long-term and ongoing projects at the request of the Division Director/Branch Chief/Deputy Regional Administrator. Writes memoranda, position papers, and other material. Coordinates and prepares reports in response to requests referred to the Agency relative to the Division/Branch/Front Office program responsibilities, operational programs and general FNS activities and obligations. Establishes and maintains effective working relationships with agency staff, the Regions, other USDA mission areas inter-agency working groups, appropriate Congressional committees, Departmental officials, other governmental offices. Facilitates conflict resolution between the respective staff and serves as the Division Director/Branch Chiefs/Deputy Regional Administrators point of contact for projects/assignments.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as: Administering various communication sources of information according to project scope or schedule; Managing interactions across multiple work streams for projects; Planning program operations and administrative processes; and Developing written reports, position papers, and making recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
