Duties

This Program Analyst position is located in Security Operations, Surface Operations, Region 4, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success. Confers with supervisor or manager on execution and tracking of work plans. Reviews laws, regulations, and polices to assess, evaluate, and advise on sustainable practices for assigned program(s) and/or projects. Gives guidance on interpretation and implementation of new or revised legislation, policies, regulations and procedures. Collaborates with the supervisor on determining program goals, objectives and overall framework; work is performed independently, and normally reviewed at completion or via regular status reports. Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program(s). Applies advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and viability of organizational programs. Evaluates the effectiveness of complex program operations in meeting goals and objectives. Recommends strategies to improve implementation and evaluation of programs. Develops, coordinates, and applies performance measures to evaluate programs that impact the Agency, or a major agency segment of the Agency, such as a regional office or center. Monitors compliance with established programmatic requirements. Identifies sources and establishes procedures for administrative or logistical support and requests special resources (e.g., personnel, equipment, software, systems, funding), necessary for program operations. Designs project plan, establishes timelines, determines resource requirements, executes (or oversees execution of) project activities, and evaluates success of accomplishing objectives. Directs and develops plans for project teams or other groups working on or producing projects and studies. Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies. As subject matter expert participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials. Assists with developing, implementing, and coordinating responses for forums within area(s) of expertise. Communicates management viewpoints on routine dealings with program managers and offices throughout TSA.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Developing comprehensive management studies regarding complex issues which require recommendations on improvement of processes or procedures; Collecting data from a variety of sources to make well supported recommendations; Demonstrating a working knowledge of transportation security standards, policies and programs in order to provide recommendations on complex transportation security issues. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
