This position is located in the Office of the Chief Financial Officer (DS/EX/CFO) and supports the Office of Security and Technology, Countermeasures Directorate, Bureau of Diplomatic Security (DS/C/ST). You will serve as a Management and Program Analyst, providing advice to the Deputy Assistant Secretary, Office Directors, and other officials throughout DS/C/ST to ensure the effective management and administration of DS/C/ST programs.
Duties
Oversees the allocation and utilization of resources throughout DS/C/ST, including resources allocated for the support of technical security countermeasures.
Researches and interprets new legislation, regulations, and policies to determine the impact on resource management processes and oversees their implementation, in accordance with related legislation, regulations, and policies.
Works closely with the Office of DS Comptroller in the formulation, justification, execution of the office's budget and resources, and in developing financial plans for the allocation of approved funds.
Plans, organizes, and manages special projects at the request of the office director that cut across all DS/C/ST offices and operations.
Advises and assists management in resolving a wide range of complex budgetary and financial issues and conducts studies and analyses of financial management systems and practices to identify areas for potential improvements.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience applying management and program analysis concepts, methods, and practices to conduct comprehensive analyses of programs and resources. - Experience planning and managing analyses of resource requirements, both short and long term, to ensure the organization meets current and future program requirements. - Experience developing and providing recommendations to senior management about practical solutions to carry out mission responsibilities.
- Experience overseeing financial planning, allocation of funds, acquisition, information management, policy development and operations management.
There is no substitute of education for specialized experience for the GS-15 position.
