You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the SYSTEMS ENGINEERING DEPARTMENT of NAVSURFWARCEN IH DIV. This position is equivalent to the GS-13/14 level.

Duties

You will serve as the lead technical expert responsible for establishing new and innovative acquisition processes to ensure timely delivery of procurements for the department's mission. You will provide supervision and guidance to other department acquisition/purchasing personnel. You will interface with department managers, scientists and engineers, and acquisition support personnel, to create and manage the acquisition strategy for the Department that meets the department's technical needs. You will review and interpret technical data packages (TDP) for completeness to be sure the material can be procured in a timely and efficient manner You will oversee generation of Statements of Work/ Need (SOW/SON) and Procurement Data Packages (PDP) for major Department programs and for command strategic procurements. You will provide expertise and understanding in the area of the Department's technical requirements. You will serve as Department point of contact to identify and resolve issues related to acquisition. You will participate in the TAS Community of Practice (CoP) to support IHD's strategic planning and procurements. You will analyze and present data on the department procurements and strategies.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12) in the federal service or equivalent experience in the private or public sector analyzing and evaluating technical project requirements to develop and implement procurement strategies ensuring compliance with policy and regulations for an acquisition program.
