The PSA tracks Measures of Performance and Measures of Effectiveness through an operational quality metrics collection program, participates in the collection and reporting of the metrics for mail processing, letter printing, and document imaging. Mailroom, printing/scanning, printing performance and operational quality reports are generated through metrics tracking and provide baseline data for analysis. PSAs inputs and contributes to the required annual Mail Management Expenditure Report.
Duties
Incumbent provides support in all aspects of mail operations, including adherence of Internal Control Processes, incoming mail, mail distribution, outgoing mail, equipment operation and maintenance, record keeping, and performance/quality reporting to enable mission accomplishment for MS.
Incumbent safeguards and secures all forms and each piece of correspondence by ensuing strict adherence to federal regulations and internal controls to ensure information contained within each piece of correspondence is protected.
The incumbent participates in the maintenance of the machines and all related equipment, both preventative maintenance and required maintenance.
The incumbent possesses working knowledge of Mail Room physical security requirements and takes active participation in the physical security of the mailroom, storage room and administrative areas.
Incumbent provides support in all aspects of Print Center operations, including adherence of Internal Control Processes, integration and coordination with Member Services business lines, receipt of batch print jobs, printing and mailing functions, equipment operation and maintenance, inventory management, record keeping and performance/quality performance program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023.
GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provided support of mail operations, including incoming mail, mail distribution, and outgoing mail.
Processes incoming mail to ensure correspondence is delivered timely and accurately to the correct recipient(s).
Processes different categories of incoming mail, Accountable, Certified, and Registered.
Corrected type and amount of postage that is applied to outgoing mail.
Safeguarded and secured forms and each piece of correspondence by ensuing strict adherence to federal regulations and internal controls.

GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIED): A combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
