Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
DUTY LOCATION OF THIS POSITION IS INDIANAPOLIS, IN. IT IS NOT A REMOTE POSITION.
Duties
Provides specialized support to the DFAS Learning and Development Division by analyzing agency training needs and objectives to produce multimedia informational products and services.
Directs, edits and produces audio, video, animations, still and motion graphics; and designs web-based products in support of Learning and Development Division programs and training initiatives.
Working with Instructional Designers, manages course development projects from analysis through implementation
Ensures custom-developed online courses meet SCORM (Sharable Content Object Reference Model) and 508 guidelines (Web-Development Guidelines).
Coordinates online course review and final approval through the project manager and customer.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: designing, producing or reproducing multi-media informational products and services in a business environment using web-based tools; applying industry standard theories and principles to assist in identifying the most effective audio/visual production method for specific programs.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Education
Substitution of Education for Specialized Experience:
GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement
