This position is located in the Financial Policy, Reporting, and Analysis Directorate. The Director, Office of Federal Assistance Financial Management provides leadership in the financial management of grants and other forms of Federal Financial Assistance. Responsible for the development of departmental financial policies and regulations related to the financial management of Federal assistance, providing the necessary professional assistance for their effective implementation and oversight.
Duties
Performs supervisory and/or managerial work that requires the accomplishment of work through the combined technical and administrative direction of others.
Manages the development of authoritative policy, procedures, and guidance on all issues related to the financial management of Federal assistance for the Department of State.
Key stakeholder for the Bureau's Federal assistance management systems and provides analysis, requirements, and advice in the design, adaptation, or installation of automated financial management systems relating to Federal assistance.
Uses ingenuity in dealing with precedent-setting situations when work programs are newly assigned and projected account structure is unknown.
Performs duties associated with the management and control of resources or funds and supplies financial statements to operating program officials for informational and planning purposes.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Annual Confidential Financial Disclosure required within first 30 days.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience evaluating different aspects of Federal assistance management policies and programs in order to provide advice and guidance regarding agency activities, AND
Experience providing financial management oversight of federal assistance transactions at a departmental level, AND
Experience developing policies, procedures, and guidance on issues related to the financial management of Federal assistance.
There is no substitute of education for specialized experience for the GS-15 position.
