This position is located in the Office of Human Resources (OHR), Division of Workforce Relations and Policy (DWRP) in Rockville, Maryland. The incumbent serves as a Training Officer to IHS executives and senior managers on strategic training and education program needs that address human resource management issues affecting the accomplishment of Agency strategic goals and objectives.

Duties

Strategic Analysis and Planning Serve as a consultant to IHS executives and senior managers on strategic training and education program needs that address human resource management issues affecting the accomplishment of Agency strategic goals and objectives. The Incumbent analyzes the IHS strategic plan to identify Agency mission and strategic objectives. Formulates, recommends and implements training and educational policy, programs and standards to support long and short-range IHS strategic goals and objectives as laid out in the IHS strategic plan. Analysis includes determining objectives for training and educational programs in consultation with IHS stakeholders. Identifies feasible options, conducts cost-benefit analysis on those options, identifies support requirements, risk factors, and costs, and presents resulting analysis and recommendations to OHR and IHS executive leadership for decision. Training Administration Conducts briefings, prepares reports, promotes work efforts, products, and initiatives and takes other actions needed to inform, communicate, and market training and educational programs to customers and stakeholders. Receives incoming communications from HHS or above on new or revised mandatory training courses; develops and obtains approval to send messages communicating the details on where employees are to find them (e.g., in the current HHS Learning Management System), requirements and suspense; and answers resulting questions. Formulates responses to any controlled correspondence of FOIA queries related to training. Provides guidance and troubleshooting for mandatory on-line and other courses. Advises Director, OHR and senior IHS leadership on mandatory courses, training opportunities, etc. IHS Training and Education Policy Ensures that the IHS Training Policy is updated periodically to reflect the latest developments related to training and education in the Federal government. Develops Standard Operating Procedures (SOPs) to support the IHS Training Policy or otherwise capture necessary steps for training-related processes or programs. Attends HHS training coordinator conferences and other Federal training conferences to stay abreast of the latest developments in Federal training and education policy, or training opportunities that could benefit the IHS workforce. HHS Learning Management Leadership Serves as lead and point of contact (POC) for IHS use of the current HHS learning management software platform (e.g., the HHS Learning Management System or LMS). Coordinates between IHS and HHS to enable development and delivery of IHS-developed courses to go on the HHS learning management platform for employees to take (e.g., new mandatory courses on preventing abuse or other topics). Explains the purpose and use of the learning management platform and the role of HHS course developers to IHS content experts. Participates in planning for a course unique to IHS and facilitates discussions and coordination between IHS content experts and the HHS LMS team.

Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Human Resources Management Series 0201 (opm.gov)/ In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of qualifying specialized experience must include, but is not limited to: 1. Experience supervising or administering a training program. 2. Experience developing online or virtual trainings using an eLearning software, video production software, or other context-appropriate technology. 3. Experience managing training initiatives using electronic learning management platforms. 4. Experience developing and reviewing training/course materials, aids, devices, etc., and evaluation of training results. 5. Experience managing contracts for training, learning management, or other employee development subjects. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
