About the Position: You will serve as a Realty Specialist in the Department of the Army with Real Estate Division.
This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.
Duties
GS-05/GS-07 -Assist in coordination of real estate transactions and services with various stakeholders to execute planned missions.
GS-05/GS-07 –Assist in extractions of real estate data/information such as comparable valuations and ownership information from documents and other sources for use in reports and transactions.
GS-05/GS-07- Assist with research and resolution of real estate issues in order to execute necessary real estate actions and transactions.
GS-05/GS-07- Assist in preparing draft documents and reports that are clear and accurate for use in real estate planning.
GS-09- Assist with a variety of real estate actions to carry out USACE projects, installations, Recruiting in-leases and IIES projects.
GS-09- Assist in real estate planning activities to include recommendations of real estate methods for real estate actions required for USACE projects, installations, Recruiting in-leases and IIES projects.
GS-09- Assist in analyzing real estate data for developing way forward for real estate actions required for USACE projects, installations, Recruiting in-leases and IIES projects.
GS-09- Assist with draft comprehensive real estate plans, reports and instruments for major acquisitions, disposals, relocations, and in-leases for USACE projects, installations, Recruiting in-leases, and IIES Projects.
GS-11- Conduct routine real estate transactions applying best practices, knowledge of real estate methods and process to complete acquisitions, out-grants, in-leasing, relocations and disposals for Corps projects.
GS-11- Prepare draft Real Estate Memorandums, Plans, and Reports, for submittal to NAD and Headquarters for review and approval.
GS-11- Assist with complex real estate actions with other PDT activities including planning in support of Corps project, installation, Recruiting and IIES support programs.
Requirements
- A trial or probationary period may be required in accordance with agency policy.
- A post-secondary student appointment expires 120 days after completion of the designated academic course of study, unless the student is selected for noncompetitive conversion.
- The duties of this position require travel up to approximately 25% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver’s License.
Qualifications
Who May Apply: To be eligible for consideration you must meet the definition of post-secondary student or recent graduate as defined below:
Post-Secondary Student: a person who, (1) is currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; and (2) is making satisfactory progress towards receipt of a baccalaureate or graduate degree; and (3) has completed at least one year of the program.
Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.
In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

GS-05 General Experience
Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: 1). Assist with routine real estate transactions; 2). Prepare responses to verbal and written inquiries concerning general real estate matters. 3). Provide assistance in real estate activities.
OR
Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
GS-07 Specialized Experience
One year of specialized experience equivalent to the GS-5 level in the federal service which includes: 1). Assist with routine real estate transactions; 2). Prepare responses to verbal and written inquiries concerning general real estate matters. 3). Provide assistance in real estate activities.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: real estate, business, finance, marketing, public relations, pre-law, English:. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). Prepare draft responses to verbal and written inquiries concerning real estate actions. 3). Participate in real estate activities.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience
One year of specialized experience equivalent to the GS-9 level in the federal service which includes: 1). Participate in routine real estate transactions. 2). Prepare response to verbal and written inquiries concerning general real estate matters. 3). Prepare draft of real estate documents, instruments or reports.
OR
Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
