The primary purpose of this position is to act as a manpower analyst and project manager conducting comprehensive manpower requirements, process improvement, and organizational analysis/studies of a wide diversity of organizations, functions, and work processes.
Duties
Serves as the Air Force functional Office of Primary Responsibility (OPR) point-of-contact (POC) conducting/participating in organizational and process related Air Force wide manpower requirements and process improvement projects/studies. In this capacity performs detailed analysis, answers questions, interprets data, and provides background data to the Air Force functional (OPR) and responds to functional requests as well as HQ USAF direction to develop and coordinate project plans for development of manpower determinants. Conducts functional workshop sessions, determines its objectives and sets priorities, to ensure workshop objectives are achieved. Exercises creativity and sound judgment in formulating, evaluating, and correlating execution of comprehensive projects.
Serves as project lead for execution of Air Force projects to include, Air Force Process Improvement (PI) and Continuous Process Improvement (CPI) projects for Office of the Under Secretary of the Air Force; Director, Business Transformation and Deputy Chief Management Officer (SAF/MG) and the Director of Manpower, Organization, and Resources (AF/A1M). Plans, directs, integrates, and executes projects and initiatives within cost, schedule, performance, and/or system supportability requirements. Exercises creativity and sound judgment in formulating, evaluating, and correlating execution of comprehensive projects.
Participates on project/studies of substantive organizational structures and/or projected emerging weapon system platform proposals by interpreting mission requirement, roles and responsibilities, and reviewing the organization's internal as well as external relationship with its parent unit and outside organizations. Interprets data and reviews for consistency, logic, and impact on work processes, manpower, or other resources. Responsible to review and interpret data for accuracy and consistency with policy, customer objectives and study goals. Participates in or leads workshop sessions developing "as-is" models, identifying process improvements, "to-be" models, and organizational changes.
Helps develop and socialize a study plan with HQ USAF functional manager to meet customer requirements. Participates with functional experts across the Air Force as well as internal Management Analysts in conducting studies/project workshops. Participates in or leads workshop sessions in developing "as-is" models, identifying process improvements, "to-be" models, and organizational changes. Applies the principles, strategies, and techniques of change management to effectively plan, implement, and evaluate change in an organization. Reengineers functional processes, applying industry proven best practices and various modeling techniques. Reviews and evaluates data collected for analysis and study goals. Develops and presents briefings and reports on study/project status, findings, and/or recommendations to team lead for presentation to senior functional managers as well as the Air Force corporate structure.
Analyzes Air Force-wide automated related tracking systems to determine the need and viability to establish a formal product count system for a customer, and procures Air Force functional manager and senior leadership's approval to establish and implement the formal reporting system. Generates queries on the manpower database systems related to a study/project, defines and inputs the specific data string query required to produce study baseline and/or desired information, performs quality assurance on output, interprets the data and presents to leadership and/or client in a concise, logical, and understandable format.

- Work requires travel away from normal duty station on military or commercial aircraft and may exceed 30% of the incumbent's workload.
- Employee must be able to obtain and maintain a Secret security clearance
- Employee may be required to attend an 8 week manpower training course in residence.
- Certification as a CPI/LSS Black Belt or ability to obtain certification within twelve months is desired.
- Certification as a Project Management Professional (PMP) is desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Working knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied. Working knowledge of the major issues, program goals and objectives, budget constraints, work processes, and administrative operations of the manpower program and organizations under study. Skilled in the art and science of adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed recommendations and decisions relating to those efforts.
2. Demonstrated ability to use management engineering analytical and evaluative techniques to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise organizational structuring options for complex, diverse organizations.
3. Skill using computer systems to perform data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to highly technical management engineering problems; identifying changes and trends; and preparing, presenting, and defending complex and sometimes controversial advise, briefings and reports.
5. Skill in conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to obtain, define, and challenge information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete management engineering assignments, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
