This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief of Operations, Design and Communication Division. The incumbent will serve as a technical point of contact dealing with EOP components seeking information or guidance in printing.
Promotion to the next highest grade level is neither guaranteed nor implied.
Duties
As a Printing Specialist, GS-1654-9/11, your typical work assignments may include the following:
Serves as the technical point of contact for all components seeking information or guidance in printing.
Provides technical guidance to customers regarding printing requirements and printing specifications.
Identifies the appropriate type of contract and the most economical and effective methods of procuring products and services.
Estimates costs, develops printing specifications, and ensures that plans meet quality requirements.
Determines appropriate source(s) for the printing and binding services requested such as commercial vendors or various government agencies.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Printing Specialist, 1654.
Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
-OR-
Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
Managing a printing plant that produces printing either for the government or private industry customers.
Performing production control work in a large printing plant.
Serving as a sales representative for a wide variety of printing equipment.
Analyzing the price and cost of preparation and production of printing.
Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-09 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1- scheduling printing for a variety of publications, 2-routing printing request to proper workflows; and 3-assisting with determining appropriate source(s) for printing and binding services.
OR
A master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.
OR
A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades below GS-9.)
You may qualify at the GS-11 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-planning, and scheduling printing of a variety of publications, 2-analyzing printing requests to determine feasibility for production, timeliness, and costs, 3-recommending the appropriate type of contract to procure products and services, and 4-ensuring all printing requirements are in accordance with federal printing laws and regulations.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades below GS-11.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
