Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as performing analysis of national regulatory policy issues to be formed into recommendations and briefings relevant to land management and emergency response.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of program and organizational analysis principles, methods, practices, and techniques
Skill to developing new methods and approaches
Knowledge of management practices and procedures to resolve conflict
Skill to advise other specialists in and outside the agency
Skill in interpreting environmental regulations and policies sufficient to advise stakeholders on planning, strategies and requirements
Skill in oral communication to promote acceptance of policies, procedures and directives, and provide briefings to management on specific issues, requirements and policy
Ability to provide planning and integrating and evaluation programs
Knowledge of Federal laws and regulations and agency policies
Skill in written communication
Skill in negotiation techniques to conduct negotiations and to meet and communicate with intra-agency working groups
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
