The primary purpose of this position is to serve as Network Operations Manager responsible for managing all aspects of network operations center, management of connectivity, network performance, maintaining network software configurations, managing the distribution of patches and software releases as needed, network and system troubleshooting.
Duties
Responsible for the planning, directing, and management of large scale classified and unclassified networks, cloud operations, outlaying network facilities, and associated Information Technology (IT) services/activities directly supporting the Air National Guard Readiness Center, ANG personnel assigned to the Pentagon, and Alt Site COOP locations.
Performs as the lead system administrator on ANGRC servers supporting various functions for the entire command providing the means for the command to work collaboratively, efficiently, and effectively.
The incumbent interfaces with other divisions as needed to support such as: VTC engineering and project management, system security, VTC analysis and installation and customer care issues.
As a senior IT Specialist, provides expert advice and guidance to multi-disciplinary teams to enable effective use of Department of Defense (DoD)-approved cloud environments for hosting enterprise applications and databases.
Serves as contracting officer representative.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, there is no Group Coverage Qualification Standard for this series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery of, and skill in applying network systems management methods including end-to-end systems performance monitoring; network architecture and topology, including transmissions protocols, broadcasting, switching, control, and management; and the agency's network architecture and available resources sufficient to plan, design, develop, manage, and enhance highly efficient network systems that respond to the agency's business requirements; and efficiently apply available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of, and skill in applying a wide range of IT concepts, principles, methods, and practices; systems integration methods; performance tuning methods; IT security principles and methods sufficient to plan and coordinate installation of new products or equipment, e.g. servers; work closely with customer officials to ensure seamless implementation; resolve problems; and maintain server integrity and availability. Mastery of Department of Defense (DoD)/ Air Force regulations and policies.
Mastery of, and skill in applying network design, operations, management, and maintenance methods and concepts; network architecture principles and concepts; network optimization techniques; configuration management concepts and practices; LAN and WAN development principles and methods; acquisition management policies, analytical reasoning sufficient to monitoring network performance; performing network diagnostics; installing network software fixes and upgrades; develop and implement configuration management plans for complex LANs and WANs; and develop requirements for the acquisition of network hardware, software, and services.
Ability to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Ability to carry out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to gather facts and use analytical and evaluative methods to assess requirements; deviate from traditional methods; and solve a variety of complex or intricate computer software problems.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
