DCSA's CI Program Management Division is seeking Deputy Division Chief. This position oversees and leads efforts to identify innovative processes and ways of doing business for optimal results. Incumbent will analyze and develop strategies that measure and improve business and programmatic processes, knowledge management, policy and overall personnel productivity, and efficiency. A solid understanding of the DoD PPBE, Personnel Management, and Acquisition Processes is essential to this role.
Duties
As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:
- Supervises a staff of employees consisting of federal civilians and contractors.
- Responsible for the oversight of numerous OCI policy, knowledge management, programmatic and (in some cases) budgetary activities to include (but not limited to), assistance with budgetary planning and programming, monitoring of execution of CI funds in accordance to OCI Spend Plan, with heavy emphasis on training and effective scheduling and execution of those funds, compliance with DoD, DCSA, and CI training and professional development policy and requirements, development and assessment of, and compliance with DoD, DCSA and CI programmatic and operational performance and efficiency standards, requirements and performance goals, objectives and metrics.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Analyzing present systems and processes used for analytic and business operations. Supporting and proposing alternate systems or processes that improve efficiency. Gathering requirements for alternate systems, develop, test, and deploy systems. Developing and maintaining effective relationships with others.
