This position is part of the, The National Mediation Board. The incumbent will be responsible for assisting the Chief Financial Officer in preparing and executing the Agency's annual budget, preparation of financial reports, and contracting duties.

Duties

Provides authoritative guidance on federal budgetary and financial rules and regulations. Conducts financial operations in conformity with comprehensive policies and procedures established by OMB to ensure the integration and coordination of the accounting, and financial management reporting. Performs a variety of financial, reporting, contracting, and advisory services for the agency. Analyzes and provides recommendations for financial and budgetary planning, policy formulation and implementation, and decision-making within the context of established policy and statutory requirements. Formulates and/or monitors the execution of long-range, detailed budget forecasts and plans to fund the implementation of substantive agency programs and projects. Reviews and analyzes new legislation and proposed policy changes to determine their impact on current operations. Develops and implements fiscal and budgetary procedural guidance and controls for the allocation, obligation, and outlay of the agency’s appropriations. In accordance with OMB Circular A-136, reviews financial statements, footnotes, and other reports. In addition, coordinates with BFS on all financial reporting deliverables (statements, notes, GTAS, DATA Act, etc.).

Qualifications

At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically specialized experience includes experience with Federal government, CFO Act, ATDA Act, Data Act, OMB, Treasury, GAO and other government agency policies and reporting requirements in order to: (a) interpret and issue authoritative directives; (b) develop new, innovative accounting techniques and procedural approaches which will conform to requirements; (c) enhance management information needs, and ensure the integrity of financial information collected and reported; (d) ensure systems development and installation meet regulatory compliance and (e) Develop procedures to implement Treasury Financial Manual and Office of Management and Budget guidance on information technology operations, and experience with internal control and audit readiness requirements with the ability to provides strategic input into the development of auditable financial processes, which include key internal controls identified by the CFO. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
