This position is located in the Resource Staff, International Programs Directorate, Office of Regional Directors (DS/IP), Bureau of Diplomatic Security (DS). You will serve as a Program Analyst with responsibility for providing resources and financial planning, analysis, monitoring and reporting of various security programs.
Duties
Advises and assists in the development and implementation of systems and procedures to guide financial management responsibilities.
Establishes procedures for the formulation of financial requirements/budgets necessary for program activities.
Drafts strategic plans, policy and program guidance for the approval of senior management to achieve the policies and objectives in the most effective and efficient manner. Compiles project/study findings and presents results.
Oversees the development and maintenance of databases that track, monitor, compile and produce information used in a variety of recurring and ad hoc reports.
Establishes and maintains liaison with counterparts in other Bureau, Department, and agency organizations to exchange information on overseas security and other critical matters

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing the effectiveness and efficiency of security and/or administrative programs to ensure compliance with policies.
Experience planning and/or monitoring financial/budgetary resources.
There is no substitute of education for specialized experience for the GS-13 position.
