The primary purpose of this position is to provide professional research support and respond to inquiries for historical information from all levels of the US government, foreign governments, and private individuals and organizations.

Duties

Performs advanced professional archival research and reference services. Applies archival and records management principles to paper and digitized documents. Performs a variety of duties in historical research and archival services. Performs archival conservation and preservation work on Air Force historical collections at the AFHRA.

  • This position may be designated as a key position in IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency is not available.
  • This is a designated drug testing position. Incumbent is subject to random drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, as Professional and Scientific Positions and Individual Occupational Requirements (IOR), for GS 1420 Archivist Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply archival and records management principles to paper and digitized documents. A working knowledge of the holdings and practices of other domestic and foreign institutions which maintain similar archival materials. Proficiency in writing and preparing portions of archival appraisals. Ability to coordinate with the chief archivist in the selection of collection. Sets up and operates high speed scanning systems, analog to digital conversion systems, and other related equipment to migrate a variety of analog historical material to various digital formats. Answers requests for historical information requiring complex research in multiple sources and formats. Disassembling, repairing, and reassembling groups of documents, monitoring the climate control systems, and physical rearranging boxes to meet space requirements of new accessions. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. A comprehensive and detailed knowledge of the arrangement and content of the Air Force Historical Research Agency collections and working knowledge of other domestic and foreign collections and procedures used to find and access them. 2. A thorough knowledge of guidelines and instructions dealing with the protection of classified information, the release of sensitive information, and the Freedom of Information Act. 3. A comprehensive knowledge of Branch and Agency instructions and policies, to include a working knowledge of protections methods used for historical documents. 4. Ability to work with a wide variety of professional and senior historical personnel in areas of information where sensitivity and tact are required. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to analyze and edit electronic documents to ensure accuracy of indexing and codes, security markings, completeness, readability to correctly complete requests for personnel actions and correct possessing flaws as needed to meet archival standards. In addition, ability to organize information in a logical and easily understood manner for use by researchers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
