The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Force Historical Research Agency, Research Branch (HOR).

Duties

Plans, organizes, and directs the activities of AFHRA Inquiries/FOIA, ensuring that historical research work complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents AFHRA Inquiries/FOIA with a variety of installation and functional area organizations. Serves as AFHRA representative for by-law programs including the following; Serves as AFHRA's Freedom of Information Act (FOIA) Manager, overseeing responses to AFHRA's large volume of FOIA requests. Training archivists in Air Force procedures and legal requirements for FOIA responses, and serving as AFHRA's point of contact for FOIA managers.

  • This is a Centrally Managed Position in the history and Museums Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education. Evaluation of Experience: Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes professional knowledge of historical principles, concepts, methodology, and techniques including historical and organizational research, to include knowledge of U.S. history, the history of air power, military aerospace history including knowledge of USAF organization, lineage, heraldry, and history. In addition, knowledge and general understanding of federal government history programs and current operations, policies, programs, and activities. Knowledge of safety and security regulations, practices, and procedures. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service.NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of historical principles, concepts, methodology, and techniques including historical and organizational research, to include knowledge of U.S. history, the history of air power, military aerospace history including knowledge of USAF organization, lineage, heraldry, and history. In addition, knowledge and general understanding of federal government history programs and current operations, policies, programs, and activities. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Skill and ability to perform extensive historical research in a wide variety of sources, critically evaluate sources of information: establish validity of historical facts; and prepare monographs, historical studies, and other documents. Ability to maintain good working relations with officials from a variety of organizations, historians in AFHRA and Air Force History and Museums Program offices, coworkers, contractors, scholarly colleagues, editors, researchers, and the public. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
