The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees.
Duties
Plans, organizes, and directs the activities of AFHRA Digital Curation Division, ensuring that archival digitization and curation complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Develops and recommends digital archival policy and procedures for the Department of the Air Force History and Museums Program (DAFHMP)
Assists the AFHRA Director in the development of plans and policies for, and management and direction of, the DAFHMP archival programs including serving as functional manager for AFHRA and AF field archivists

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Archivist Series 1420.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or public sector). Specialized experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the specialized experience requirements: experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS- 12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Advanced professional knowledge and understanding of digital archival theory, principles, ethics, methods, techniques, automated information systems, and their applications to a variety of archival and library situations. Knowledge of professional historical principles, concepts, methodology, and techniques, including scholarly, historical, archival and organizational research.
2. Advanced professional knowledge of Air Force and Space Force and other Department of Defense archival collections in related subject matter in order to achieve complete coverage of significant archival sources when providing reference and research service in response to requests.
3. Advanced professional knowledge of U.S. history, military history, military aerospace history, and military space history.
4. Skill and ability to perform extensive historical research in a wide variety of sources, critically evaluate and analyze sources of information, organize and synthesize documents and other research materials, and present written findings in a scholarly and coherent manner.
5. Skill in planning, organizing and curating historical collection projects. Ability to communicate effectively orally and in writing.
6. Ability to maintain good working relationships with officials from a variety of organizations, historians in subordinate offices, coworkers, contractors, scholarly colleagues, editors, researchers, and the public.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
