This position is located at the Southeast Louisiana Veterans Health Care System (SLVHCS), Department of Veteran Affairs, and reports directly to the Chief, Emergency Medicine Service. The primary purpose of this position is to support the analyses of Veteran satisfaction and health care quality data that are the core of VA performance management.

Duties

Analyzes data collected from the Patient Advocate Tracking System (PATS), the Survey of Healthcare Experience of Patients (SHEP) to assess patient satisfaction, to evaluate and prioritize improvement initiatives. Independently conducts specialized statistical studies, national in scope to benchmark at the local level and advise Management on complex health care processes or outcomes whose quality could be improved. Researches problems and issues, written and oral communication skills, and the application of mature judgment in problem solving. Provides analysis of performance measurement data which includes patient satisfaction data typically derived from the Consumers Assessment of Health Providers and Systems (CAHPS) surveys. Provides multi-level analyses of performance measures to support performance management and quality improvement across the VA. Provides analyses, as requested, in support of developing new performance measures, performance measure targets, composite indices or other key performance metrics. Creates sophisticated user reports with capability to slice and dice complex performance measurement data in multiple ways to meet customer needs. Works to improve health care delivery programs and operations in the VA at the local and national level independently and through collaboration. Communicates effectively with each in order to gather information, present recommendations and coordinate services. Communicates effectively both orally and in writing as assignments will require developing written reports, graphic presentations, statistical tables and well as briefing Management and staff. Provides managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. Work Schedule: Monday-Friday 7:00-3:30 pm, subject to change based on the needs of the facility. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with analytical techniques Experience with performance measures at several levels of the health care system. Understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. Communicating effectively both orally and in writing. Work requires considerable interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Analytical ReasoningInterpersonal SkillsOrganizational AwarenessPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences, and meetings; walking at facility work sites; and, light lifting and carrying of resources. Occasional use of automobile and public conveyances may be required.
