Duties
This position is located in the Office of the Assistant Chief of Police for Protective and Intelligence Operations, Security Services Bureau (SSB).
Duties and responsibilities include, but are not limited to the following:
Recommends changes in policy and implementing instructions covering established security techniques, practices, and methods based on personal analysis of general policy directives and objectives. Investigates a variety of unusual physical security problems, questions, or conditions. Functions as a project manager or participates on large-scope projects and complex assignments. Oversees and directs physical security inspections and anti-terrorism assessments for compliance. Reviews contract proposals for constructions and modifications to buildings to ensure that adequate and appropriate security safeguards are included. Monitors the performance of all electronic, video, and physical security systems and programs to ensure optimum performance. Implements national-level guidance in agency standards, guidelines, or policies for the Risk Mitigation Program. Conducts training and presentations on security standards to other security professionals, as well as general audiences at various venues, meetings and conferences.
Provides functional direction and program evaluation to security programs and functions. Conducts in-depth analyses of ongoing security projects to ensure project goals are attainable. Evaluates completed projects to determine if the goals of the work are reached within planned parameters. Evaluates requests for work or project proposals to determine more efficient ways of accomplishing the work.
Writes detailed reports and evaluations of highly technical information for a variety of audiences. Develops and maintains relationships with various stakeholders in the federal, state and local government and private industry. Informs stakeholders of changes in organizational programs and operations. Conducts trainings, briefings and presentations on security standards, projects and programs to other security professionals, as well as general audiences at various venues, meetings and conferences. Serves as a senior security authority for the agency and provides leadership recommendations on all top security matters. Advises on the practicability, feasibility, and economic implications involved in research, development, production, and fielding of security system/products.
Supervises employees assigned to the Risk Mitigation Section. Performs the administrative and human resource management function relative to the staff supervised. Observes workers performance and conducts work performance critiques. Develops work improvement plans, recommending personnel actions as necessary. Assure that subordinates are trained and fully comply with the provisions of the safety regulations.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-12 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-11/GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) Expert knowledge of security policy requirements to function as a technical authority in the application of new theories and development to security problems; 2) Expert knowledge of physical security particularly the design and operation of security systems, construction standards, locksets and lighting; 3) Knowledge of contract management in order to serve as Contracting Office Representative (COR); and 4) Experience providing administrative and technical supervision necessary for accomplishing the work of a unit.
