Duties
This position is located in the Office of the Assistant Chief of Police for Protective and Intelligence Operations, Security Services Bureau (SSB).
Duties and responsibilities include, but are not limited to the following:
Investigates and assesses a variety of unusual physical security problems, questions or conditions not directly covered by precedents. Serves as a project manager on large-scope projects and complex assignments. Oversees and directs physical security inspections and anti-terrorism assessments of construction proposals and plans. Writes and reviews contract proposals for construction and modifications to buildings to ensure adequate security safeguards are included in plans. Directs security compliance reviews to determine adherence to federal and USCP security policies, orders, and regulations. Monitors performance of all types of electronic, video, and physical security systems to ensure optimum performance.
Ensures integration of security considerations during acquisitions and construction stages, and establishes and develops procedures against security penetrations and vulnerabilities during the development process. Evaluates technological applications and approaches to be used in projects including field testing. Recommends adjustments and/or modifications in design approach and suggest development of technology to efficiently accomplish project objectives.
Informs stakeholders of changes in organizational programs and operations, conducts briefings on security projects and programs. Participates in policy formulation and reviews liaison activities for agency programs. Serves as a senior security authority for USCP and provides leadership on all top security matters. Advises senior management of methods and remedies to reduce security vulnerabilities and risks, and of current and future security requirements and plans. Manages programs concerned with methods to combat terrorists acts, safeguard personnel and property, and manage disaster and emergency preparedness.
Supervises employees assigned to the Protective Operations Support Program. Establishes guidelines and performance expectations for staff members through the formal employee performance management system. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Effects disciplinary measures as appropriate to the authority delegated. Assures that subordinates are trained and fully comply with provisions of the safety regulations.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-12 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-11/GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) Expert knowledge on a wide range of principles, concepts, methodology, and practices in physical security; 2) Knowledge of financial management, budget, and execution policies to determine cost reasonableness and manage the budget; 3) Knowledge of the design and operation of electronic security systems and other countermeasures, construction standards, locksets, and lighting sufficient to design and install; and 4) Ability to communicate technical and security information and negotiate contract and project terms.
