The position is located at the Louis A. Johnson Clarksburg VA Medical Center located in Clarksburg,
West Virginia in the Office of the Medical Center Director. The primary purpose of the Program
Specialist is to provide administrative oversight to the Graduate Medical Education Program and
serve as the facility's Research Compliance Officer.
Duties
Research Compliance Officer Duties
* Performs quality assurance and improvement functions related to research compliance in support
of the facility's Research & Development (R&D) program.
* Develops, implements, and maintains the facility's research compliance program.
* Completes the Research Compliance Officers Basic Requirements Checklist for the Office of
Research Oversight (ORO)
* Provides supervision, direction, and guidance to respective programs in their efforts to meet the
VA and other federal compliance mandates pertaining to VA research.
* Provides leadership, expertise, and strategic direction for the research compliance program.
* Oversees and ensures effective and timely completion of audits and provides guidance and
counsel on incorporating compliance*related activities into the daily operations of the R&D
program.
* Meets with investigators and staff to discuss elements of compliance to make recommendations
for quality improvement.
* Ensures regulatory and policy updates are disseminated to investigators and research staff in a
timely manner.
* Performs ongoing monitoring of all areas of research compliance.
* Acts decisively on issues of potential non*compliance.
* Oversees the training process for research and non*research employees regarding compliance related
activities.
* Identifies key policy issues, designs analyses, evaluates alternatives, and makes
recommendations to senior management officials regarding research compliance.
* Analyzes the impact, feasibility, and effectiveness of existing and/or proposed standards,
regulations, programs and policies as they relate to research compliance issues.
* Recommends revisions to policies, procedures, guidelines, and standard operating procedures
that facilitate and/or implement the research compliance program.
* Utilizes audit worksheets and auditing tools provided by the VA Office of Research Oversight for
the informed consent audits and regulatory audits.
* Actively participates with the Research Integrity Officer in any investigations of alleged or
suspected research misconduct, utilizing relevant VA guidance and publications as a guide for
investigation.
* Serves as the advisor on human subject protection and regulatory compliance and animal
research.
* Serves as a non*voting member and consultant to the Research & Development Committee, the
Institutional Review Board and the Institutional Animal Care and Use Committee.
* Supports the development or revision of policies, procedures, guidelines, and standard operating
procedures that facilitate and/or implement research regulations.
Graduate Medical Education Duties
* Prepares and coordinates reports ad collaborates closely with the Associate Chief of Staff for
Education & Research and facility management to provide leadership and assistance in reaching
graduate medical education goals and initiatives.
* Participate in the development of the facility's short* and long*term plans to assure
implementation of academic affiliation principles.
* Prepares recommendations which impact the way planning and integration of the academic
affiliation is carried out. Performs administrative work related to the Office of Academic Affiliations
(OAA) initiatives.
* Develops, administers, and resolves policy, program and project issues associated with
educational and resident programs including resident physicians, fellows, and medical students.
* Analyzes new or proposed policy concerning resident programs with specific emphasis on
resident supervision to assure compliance with regulations and compatibility with the agency
mission.
* Develops, analyzes, evaluates, and advises on issues to help improve the effectiveness of the
medical center's physician resident and medical student trainee programs.
* Participates on committees, task forces, and teams as the physician resident and medical student
educational expert.
* Analyzes continuous quality improvement (CQI) through the Learner's Perception Survey (LPS),
education interventions, trainee satisfaction and competency, trainee satisfaction and
competency, resident supervision, and access to care.
* Prepares budget requests; stimulates the appropriation of fiscal support; prepares program
calendars and provides ongoing assistance in fulfilling the medical center's obligations and staff
needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: basic understanding of science and research principles ad be able to address VA's wide range of research activities; the requirements of other federal departments and agencies that may participate with VA in collaborative research undertakings. Must possess an indepth mastery and knowledge of interrelated federal and state laws / regulations governing Human Research Protections and Animal Protections as well as privacy and information security, conflicts of interest and biosafety and security. Knowledge of budgeting and fund control accounting techniques to prepare a budget plan, approve and certify obligations and reports changes for needs and excess reports. Knowledge of office procedures, filing systems, and various references and handbooks commonly used by staff to classify, search for, and dispose of materials. Extensive written and oral communication skills are required. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 and 1/2 years of higher level graduate education

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the incumbent a sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as files, instructional materials, books, and manuals. No special physical demands are required to perform the work.
