About the Position: This position is with the Office of the Chief of Staff of the Army, Legislative Affairs Division located at Fort Belvoir, Viriginia.
Duties
Develop the Army Reserve Legislative Program and implementation strategy.
Identify trends in Congressional focus and issues of importance for Office of the Chief, Army Reserve (OCAR) principals by reviewing Congressional hearing reports, popular press articles and official Department of Defense publications.
Analyze responses to Army Secretariat and Staff agencies in the provision of input for: the annual Defense Report, the Congressional Study Book, and the Army Posture Statement.
Assess the congressional environment and identify targets of opportunity to market the Army's programs, positions, and policies relative to OCAR areas of responsibility.
Initiate appropriate coordination within the Department of Army, the Office of the Secretary of the Army, Department of Defense (DoD) and other Executive Branch agencies, to include the White House.
Represent the Army in advising the Members of Congress as to the course of action or options available.
Direct the work of OCAR staff ensuring goals and objectives are accomplished.

Specialized Experience: One year of specialized experience which includes providing expert guidance and assistance on policies and programs of a legislative and/or congressional nature; communicating with Members of Congress and government officials; researching, developing and drafting issue papers and similar correspondence; assisting in the development of communications that inform and educate Congress and staff members on legislative affairs, legislation, and/or Executive Orders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
