You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the office of the Environmental Affairs Division.of MARINE CORPS AIR GROUND COMBAT CTR Initial consideration for this announcement is limited to the number of applications listed at the top of this announcement. Duties

You will be responsible for implementing and managing contingency operations plans; planning, programming, managing, and coordinating environmental constructions projects. You will provide and act as point of contact for the organization on all inquiries, correspondence, and request from any federal, state, or local environmental regulatory agency, on discussions with community or public directed by management. You will investigate, monitor track, and report compliance with program activities occurring aboard the installation in accordance with published policy. You will provide the administrative and technical oversight and direction to ensure all environmental programs are conducted according to the laws, regulations, rules, policies. You will act as an environmental lead for all emergency response actions dealing with hazardous materials, hazardous waste releases, incidental and operational and any associated corrective actions or abatements of the releases. You will attend conferences and or training to ensure current rules, requirements, and policies are followed and completed.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final Non-sensitive security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing environmental laws and regulations to assess and analyze environmental issues; assisting an organization in environmental compliance and prevention issues; and crafting guidance and policy for an organization's environmental needs. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in the development and implementation of environmental programs to ensure compliance with federal, state, and local laws, rules, and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:Successfully completed a Ph.D. or equivalent doctoral degree.
or
Ssuccessfully completed three full years of progressively higher level graduate education leading to a Ph.D.
or
Equivalent degree. or successfully completed an LL.M. degree that is related to the position being filled.orPossess a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education and experience must equal 100 percent.

GS-09:Successfully completed a master's or equivalent graduate degree

or

Successfully completed two full years of progressively higher level graduate education leading to such a degree
or
LL.B.
or
J.D., if related.
or
Possess a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education and experience must equal 100 percent.
