Duties
You will execute work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
You will plan and coordinate the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
You will implement security procedures and tools, develop and document systems administration standard operating procedures, and resolve hardware/software interface and interoperability problems.
You will manage and operate computer systems including performing backups, software installations, hardware installations/ modifications, system scanning and patching, and security vulnerability remediation.
You will manage the installation and integration of systems fixes, updates, and enhancements.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
DS-05: In addition to experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level or pay band (GS 11-12 or DS-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (SYSANALYSIS). Specialized experience must include the following:1) Serving as a team leader who works with team members to successfully complete specific tasks, produce work products and services, and meet program objectives; 2) Leading the team in identifying, distributing, and balancing the workload and tasks among employees to accommodate the work flow and team members' skill levels and technical specializations and to ensure that each employee has an integral role in developing the final team product; 3) Providing expertise to others within the group and throughout the activity on unique and controversial problems; and 4) Managing and operating computer systems including performing backups, software installations, hardware installations/modifications, system scanning and patching, security vulnerability remediation.
DS-04: In addition to experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level or pay band (GS 9-10 or DS-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (SYSANALYSIS). Specialized experience must include the following: 1) Executing work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software; 2) Planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems; 3) Performing the planning and scheduling the installation of new or modified hardware and operating systems and applications software, management of accounts, network rights, and access to systems and equipment; and 4) Working independently without close supervision and perform most assignments with instructions on general results expected.
DS-03: In addition to experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level or pay band (GS 5-8 or DS-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (SYSANALYSIS). Specialized experience must include the following: 1) Performing computer system backups, software installations, hardware installations/modifications; 2) Executing system scanning, patching, and security vulnerability remediation; and 3) Performing day to day technical operation, maintenance and security of a computer system.

Education
The following education may be substituted in lieu of specialized experience:
DS-04 Level:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. OR equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
DS-03 Level: Master's degree or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
