You will serve as an IT SPECIALIST (INFOSEC) in the Cyber Warfare and Anti-Tamper Office (V5X), Engineering and Cyber Warfare Group (V5), Naval Air Systems Command Headquarters (NAVAIR HQ of NAVAL AIR SYSTEMS COMMAND.

Duties

You will train PEO and Program cyber professionals in the execution of Integrated Program Protection, Cybersecurity and Engineering (IPPCE). You will coordinate across Echelon 1 resource sponsors, Naval Air Warfare Center SSTMs, industry, UARCs and FFRDCs to strategize, prioritize, fund and develop future cyber survivability solutions. You will build a culture of collaboration among NAVAIR Echelon II/III/IV Cybersecurity professionals, including cybersecurity and systems security engineering professionals. You will liaison between the NAVAIR CISO, NAVAIR CYBERSAFE Technical Director, NAVAIR Test and Evaluation leadership and NAVAIR Cyber/SSE Technical Warrants.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Overseeing the long-range direction of technical planning and ensuring technology standards and best practices are maintained across the organization. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Ensuring that internal technological processes and customer-facing services are compliant, which includes participating and/or attending government, academic, and industry forums. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Leading the overall technology vision, strategy and technical direction and development of new technologies, and communicating this strategic vision to others. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving programmatic issues raised by legal and regulatory developments. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (NH-03) in the federal service or equivalent experience in the private or public sector demonstrating the following: Establishing, coordinating, and implementing NAVAIR Command Cyber Warfare and related procedures in accordance with NAVAIR, Navy and DoD Cybersecurity and System Security Engineering requirements mandated by law and/or regulations; 2) Reviewing, analyzing and evaluating of operational technology system accreditation documentation; 3) Developing and implementing NAVAIR investment strategies for Naval Aviation Weapon Systems Defensive Cyber Solutions; 4) Establishing standardized cybersecurity organizational structures based on industry best practices.
