You will serve as a PROGRAM ANALYST in the GUAM PROGRAM MANAGEMENT OFFICE (GPMO) of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will provide complex substantive management support service in the areas of program cost analysis, annual/multi-year long range fiscal planning, and development of annual work-plans.
You will receive, process, and track acceptance of funds and maintain accuracy of financial data for projects.
You will review and validate obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining records and reviewing financial documents.
You will conduct data queries, evaluate analysis, and prepare financial management reports to inform managers on the status and potential problems related to individual projects.
You will evaluate the effect of cost and program changes on the budget execution process.
You will review, analyze, edit, and consolidate budget submissions and data calls.
You will perform research tasks to obtain a variety of cost, schedule, and performance data.
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating the agency budget formulation regulations, polices, procedures, precedent decisions, practices, methods, processes to assure that budget forecast, estimates and submissions conform to requirements, guidelines and financial objectives of assigned funds; 2) Gathering, assemble, analyze and prepare strategy for presenting, explaining and documenting the budget request; 3) Utilizing software and collaboration tools required to support processes to meet program and execution goals and objectives; 4) Developing new methods, approaches or criteria to meet the demands of the specific assignment; and 5) Participating in year-end closing to ensure proper and full use of provided funds with no Anti-deficiency Act violations.
