THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES OFFICER (MILITARY) (TITLE 32), Position Description Number D2123000 and is part of the IL 126, National Guard.
Duties
As a HUMAN RESOURCES OFFICER (MILITARY) (TITLE 32), GS-0201-12, you will direct, manage, administer, and plan Force Support Programs for the wing and geographically separated units (GSU).
Major Duties - This is NOT an all-inclusive list:
Assign work based on consideration of project requirements, priorities, and functional unit responsibilities.
Provide advice, counsel, or instruction to supervisors and/or subordinate employees on highly complex technical and administrative matters.
Ensure preparation for annual self- inspection, formal MAJCOM inspections, evaluations, audits, staff assistance visits, as well as inspections and exercises, which are specific to installation missions.
Manage, direct, and administer military human resources and personnel programs for the assigned and supported organizations.
Develop local instructions based on guidance derived from DoD, USAF, MAJCOMs and NGB regulations and statutory requirements. Provides leadership and guidance for the utilization of personnel resources and requirements.
Perform strategic planning in support of wing long-range objectives.
Oversee organizational preparation necessary to accomplish Force Support programs essential to daily operations and mission readiness.
Provide technical recommendations to senior leadership on all organizational personnel actions such as activations, deactivations, conversions, and reorganizations.
Review and analyze existing and forecasted military force structure to identify, determine, and mitigate the impact on personnel requirements.
Plan and direct personnel mobilization and deployment activities through the Installation Personnel and Readiness office.
Coordinate military human resources activities, which are focused on wartime readiness and effective personnel utilization.
Oversee manpower and personnel programs.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer:Minimum Rank of O-2 - Maximum Rank of O-4
GENERAL EXPERIENCE: MUST possess experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications; a validated understanding of the basic principles and concepts of the occupational series and grade.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement; specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs; experience in planning for and executing all personnel programs and Human Resources Information Systems; expert in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing; experience in operational readiness planning, personnel deployments, and writing various readiness status reports; experience in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting; experience in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skill in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management; experience in managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or, applying force development and force shaping programs; experience in managing human resources development programs; education; voluntary education; advanced academic education; or, promotion testing and libraries; knowledgeable of the equal opportunity and sexual assault prevention and response program; skill and experience in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment; experience in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and, executing problem solving techniques and applications; experience in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments; experience in developing, controlling, programming and allocating manpower resources in support of the Army and Air National Guard planning, programming, budgeting, and execution procedures; experience in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements; skill in maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess supervisory experience which includes meeting the non-supervisory GS-0201-12 qualifications; plus, have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements; experience that included training and guiding employees on human resources military and/or civilian programs and assigning applicable tasks; experience in managing work functions and discipline requirements; experience in conducting employee performance evaluations; mentoring junior officers and enlisted employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations; experience in effectively and efficiently planning and scheduling work; experience in managing people and human resources personnel business, that included leading, directing, and assigning tasks and projects to personnel; experience in structuring assignments to create viable procedures that resulted in measured and improved task processes; experience in creating and implementing improvements in mentoring programs and strategies; and, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies; experience in working within merit principles, equal employment, and affirmative action guidelines.
