This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Senior Financial Manager on the Department Financial Team (Code V03B) in the Business Office of the Integrated Combat Systems Department at the Naval Surface Warfare Center Dahlgren Division.

Duties

You will develop program reports to compile data, gather metrics, and analyze the data including funding profiles, execution trends, and resource allocation in support of developing life cycle cost analyses of projects and a Service Cost Center. You will report on the status of program financial execution. You will provide reports and briefs to the Division/Department Heads and other senior leaders that show program health and financial status. You will analyze financial execution information, identify any problems, and recommend solutions that are consistent with program goals. You will coordinate the content and schedule of funding documents issued by sponsors and facilitate acceptance of funding from the sponsor through the NSWC Dahlgren Division Comptroller. You will report budget execution and financial metrics directly with sponsors at the O6 and/or GS-15 level. You will lead Dahlgren Division or Department-level program and business financial management efforts related to direct sponsor funding, task/cost planning, and financial reporting. You will perform continuing analyses of efficiency, cost effectiveness, schedule adherence, and other key parameters of the programs progress and success. You will lead the development of the program cost estimates to support the acquisition process. You will identify potential problem areas based on analytical results and reports. You will recommend revisions, new acquisition strategies, contract modifications, accelerations, slowdowns, reprogramming/amendments, or other remedial actions to correct problems and deficiencies. You will develop the strategy on how to fund new and existing contracts during the fiscal year to ensure continuation of service. You will facilitate budget development and submittal, accept or reject incoming funding documents, assign funds to network activities based on the project's budget, and manage government planned labor and non-labor in comparison to actual costs. You will initiate funding to government and contractor agencies for services and materials. You will develop and maintain an awareness of program objectives and tasking, providing translation between the business cycle and program deliverables. You will support Program Directors during task planning review and financial reviews with the sponsors. You will perform financial analyses evaluating planned versus actual execution for the purpose of alerting the Program Director and task leads to developing issues. You will work closely with Contracting Officer Representatives, Technical Project Leads, and Line and Program Managers to formulate and report budget plans. You will interface directly with sponsors at the O6 and/or GS-15 level to develop task planning and financial process improvements and build efficient financial structures.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to perform financial management operations for an organization. Examples of qualifying experience may include (1) technical knowledge and experience with working capital fund and Navy appropriation law principles and operating procedures including reimbursable/direct cite funding, economy act orders, and project orders; (2) technical knowledge and experience with Navy Enterprise Resource Planning (ERP), specifically the project systems (PS) module, including creating/editing project structures, accepting funding, and sponsor cost planning, reporting, and all applicable business rules that apply to this area; (3) ability to research, evaluate, and analyze data using statistical methods in order to make sound business recommendations, develop solutions, prepare and deliver reports and give presentations to personnel at all levels; (4) ability to lead division/departmental-level financial operations relating to funding document acceptance, cost reporting, data integrity, accounting tri-annual review, and cost transfers.
