About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.
Duties
Resolves complicated, substantive issues affecting major personnel and personnel support programs/requirements; identifies personnel needs and problems which improve efficiency.
Accomplishes a wide variety of assignments concerned with the effectiveness and efficiency of personnel resource programs and operations command wide.
Prepares reports, support taskings, and conducts analyses using external and internal databases (i.e. Enterprise Business Systems (EMS and DCPDS), AUTONOA, FMS Web, etc.
Develops and consolidates schedules, and reports, monitors programs, identifies trends through analysis and recommends action to managers to maintain satisfactory performance.
Performs personnel management advisory service to the serviced population on immediate problems associated with classification, recruitment, pay or other assigned personnel programs.
Responds to internal and external taskers, audits, and surveys relative to all areas of responsibility by accumulating and preparing documentation.
Ensures pertinent instructions are communicated effectively through meetings, briefings, conference and the preparation distribution of required material.
Develops charts, graphs and statistical data to satisfy reporting elements and for use in briefing material for the Personnel Resources Manager, senior level managers and external customers.
Serves as liaison between managers and the servicing CPAC staff and higher HQ functional offices, providing comprehensive advice and guidance on a variety of substantive, procedural and personnel management policy matters.
Develops or coordinates preparation of documentation related to classifications and position management issues, effective position redesign due to organizational or mission changes, or special staffing requirements.
Attends meetings with managers and supervisors to help formulate improvement plans and strategies associated with personnel management requirements, reviews, and comments on management plans/proposals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Utilizing military and civilian human resources principles, personnel management, manpower management, employee development, civilian leave, awards program, and permanent change of station (PCS) to monitor command personnel programs. 2)Managing multiple human resources related tasks for command personnel. 3) Developing, interpreting, and analyzing data extracts and reports from automated HR databases. 4) Performing liaison functions internally and externally with multiple servicing Civilian Personnel Advisory Centers
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
