As the Program Analyst within the Orlando VA Medical Center, you perform duties directly contributing to the administrative and data management of Orlando Veterans Affairs Health Care System under the Ambulatory Care Operations Director/Group Practice Manager. You provide mission critical analysis and data to support the development of a more comprehensive, coordinated, and patient care driven healthcare system.
Duties
Duties include but, are not limited to:
Advises management of unique conditions and issues which affect program activities and provides advice on interpretation and implementation of new and revised policies, regulations, and procedures.
Plays critical role in analyzing internal review systems to assure financial and organizational data is accurate and in compliance with agency or service regulatory requirements and expectations.
Responsible for identifying problems that involve new or revised policies or procedures and brings them to the attention of senior management for appropriate action.
Responsible for obtaining timely actions, responses or decisions on request, i.e., patient complaints/concerns, identifying the problem, analyzing the issue, and facilitating a resolution with results communicated to the individual and upper management.
Performs staff work in short and long-term planning efforts.
Compiles information to be presented to upper management for use in development, planning, and operation of VISN 8 strategic Plans and programs.
Assess priorities to best meet health care delivery needs of providers.
Plays critical support role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements and expectations.
Compiles final reports, including comprehensive analyses; identifying discrepancies and planned initiatives for effecting remedial actions.
Establishes process controls to ensure recommendations and actions are completed as approved and implements resolutions after concurrence of supervisor.
Monitors Action Items within the organization and ensure appropriate progress to remedy problems and ensure risk management.
Supports services assigned application software packages; independently gathering and organizing narrative and statistical information on provider mapping, productivity and OR utilization using general methods, techniques and precedents.
Performs on-site review, fact-gathering and research assignments to provide data to the supervisor for regional conferences in support of VISN objectives on EWL reduction, productivity and RVU's, recapture on non-VA care, and submitting proposed changes in the evolution of this objective.
Assists service personnel with password maintenance and resets in the network, VISTA and/or other service-related packages.
Determines the computer equipment requirements for the service.
Coordinates placement of hardware within Surgery Service, ensuring necessary furniture and electrical power are in place.
Conducts computer classes that are pertinent to service personnel.
Acts as TMS Administrator; develops procedures for training and trains personnel in applicable computer applications for their service.
Creates and designs training aids/materials (PowerPoint, Word, Graphs, Charts) to assist management for service training.
Provides PKI/PIV key resetting for Surgery Service staff.
Advise and analyze various programs involving resourcing, provider mapping, access, OR and clinic utilization, Fee Basis, etc.
Interpreting administrative policies, developing recommendations, defining administrative requirements, and/or providing advise to management on related issues.
Recommends resources (staff, equipment, facilities/space, funding) that may be required to support varied service programs.
Participates in discussions, meetings, conferences and conference calls with management, subject matter and technical personnel, inform their analysis.
Investigates facts, presents recommendations, and alternatives.
Develops alternate course of actions.
Advises management on options available to resolve problems.
Performs other relates duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07; and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year.

For GS-09 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing and evaluating techniques to identify, consider, and resolve issues or problems of a procedural nature or factual nature; problems or issues related to observable conditions, written guidelines covering working methods and procedures such as performance and production standards, and information of a factual nature; use of theory and principles of management and organization, including administrative practices and procedures common to the medical center, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage or files and records. NOTE: Work is of developmental nature to gain knowledge to perform the full range of routine and non-routine assignments at the next higher grade. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of progressively higher level graduate education leading to such a degree or LL.B., or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lower grade level (GS-07).
For GS-11 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: plans and carries out the projects to improve the efficiency and productivity of programs; identifies, analyzes and makes recommendations to resolve conventional problems of outdated or incorrect information, ongoing provider productivity monitoring; mapping updates and corrections and Fee Basis Program implementation; develops detailed procedures and guidelines to establish program guidance, analysis of provider productivity, completing reports and recommendations to support service chief decisions. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lower grade level (GS-09) .
