You will serve as a STRATEGIC COMMUNICATIONS SPECIALIST of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the SME in the development and implementation of the organization's strategic vertical and horizontal communication plan that identifies the target audience, the message, method of delivery, and the desired outcome. You will respond to special tasks and requirements by high-level internal or external senior officials, focusing primarily on leadership triad priorities. You will function as the Public Affairs Officer supporting the installations concerning the determination, evaluation, and execution of a comprehensive program consisting of public information, internal info. and community relations activities. You will coordinate, facilitate, and design strategic documents across functional directorates for the leadership triad to clearly communicate Director's vision and goals.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) developing, implementing, and managing integrated communication strategies and products to convey organizational info to a variety of audiences and stakeholders; (2) advising and assisting senior leadership in designing and implementing strategic vision, strategies, planning projects and events; (4) performing very broad and extensive analysis and evaluation on major aspects of high visibility, substantive, mission-oriented programs that involves coordination and fact finding, reviewing, and testing recommendations which will cross or significantly influence a number of organizations and external partner agencies as related to policy development and execution; and (5) utilizing formal military planning processes (Army MDMP, Marine Corps MCPP, and/or Joint JOPP) to coordinate, facilitate, and design strategic documents.
