You will serve as a Program Analyst in the BRAC PMO of BASE REALIGNMENT AND CLOSURE PMO.
Duties
You will manage financial execution to include outgoing funding documents and ensure that funds get obligated in a timely manner.
You will develop financial spend plans and manage the execution of funds against the plan.
You will collect and consolidate data essential in responding to various data calls, such as the Tri-Annual Review and Unliquidated review.
You will review/analyze obligation and expenditure reports and make recommendations to realign/reprogram funds if necessary.
You will prepare internal financial instructions, operating policies, procedures and guidelines under area of responsibility to ensure program goals and objectives are met.
You will identify operational system or work flow problems, which delay or prohibit data input and accuracy of data contained in information systems.
You will develop and recommend solutions to complex problems to correct deficiencies.
You will provide advice on effective and efficient methods for the use of funds to support the activity's programs and activities.
You will perform a variety of resourcing and financial management tasks and collateral duties as assigned.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to
travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Generating funding documents from financial system and monitoring the full cycle of funding execution from creation to recapture unexpended amounts; 2) Experience with Financial systems including PBIS (Program Budget Information System), CFMS (Command Financial Management System), SABRS (Standard Accounting, Budgeting and Reporting System), ERP (Enterprise Resource Planning), SMARTS (SABRS Management Analytical Retrievals Tools), or similar financial systems to collect, process, and report financial data; 3) Developing spend plans and execution reports to ensure target obligations are tracked and managed; 4) Conducting Tri-annual reviews, reconciling financial discrepancies, monitoring Unliquidated Obligations, and providing Financial Improvement and Audit Readiness (FIAR) support; 5) Managing funds flow/financial execution to include allocation, commitment, obligation, realignment and reprogramming of funds; 6) Experience with Financial System Migration efforts, to include data mapping and reconciling data to ensure data integrity.
