You will serve as a Technical Project Manager (Administrative/Technical) in the Business Director Branch of NAVSURFWARCEN IH DIV. This position is equivalent to the GS-14/15 level.

Duties

You will align mission, capabilities, technologies, programs, sponsors, business and administrative processes and policies. You will work as a team to build and maintain the Energetics Comprehensive Modernization Plan (ECMP). You will manage strategic (long-term) ECMP efforts in concert with tactical (near-term) ECMP efforts. You will ensure investments are in alignment with the Strategic Plan and other command goals. You will provide oversight of the strategic planning process for facilities and utilities. You will provide command-level oversight for investment programs for facilities, utilities and equipment. You will make recommendations for improvements and efficiencies. You will coordinate communication with internal and external stakeholders in order to champion facility and critical utility long-range planning strategic requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-05 (GS-13/14) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing program operations (e.g. short and long-term planning, setting priorities, estimating resources) to assess and develop strategic planning processes and procedures for an organization.
