This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG), Mission Support Team (MST), Office of the Chief Information Officer (OCIO). The incumbent serves as a subject matter expert on vendor management and contract oversight to ensure that the DoD OIG-OCIO enterprise receives the maximum value from their information technology vendor partners and supplies through the services they provide.
Duties
Responsible for Contracting Officer Representative (COR) or Assistant COR (ACOR) for IT contracts utilized by the OCIO, performing all reporting and oversight duties, and follow all OIG guidance for contract oversight.
Oversees the development of vendor relationships, maintain a communications plan, monitor continuous improvements, and identify vendor performance issues.
Performs a combination of contract, performance, and risk management duties with IT vendors to deliver IT products (hardware or software) or IT services.
Lead the development of Request for Information (RFIs) or Request for Proposals (RFPs).
Manages vendor risk by identifying, tracking, and managing applicable risks or issues pertaining to IT vendors.
Develops and manages a formal and structured vendor management program that oversees vendor onboarding, transitions and exiting.
Supports, organizes, and coordinates IT vendor industry days to provide vendors an opportunity to demonstrate how their products, goods, or services can be leveraged to benefit OCIO IT and Business strategies.
Tracks and reports key performance indicators for processes residing in the area of responsibility.
Manages and maintains a vendor repository that captures critical vendor information and data.
Requirements
- Must be a U.S Citizen or National.
- Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.sss.gov).
- Suitable for federal employment.
- Position has been designated as Special Critical Sensitive. Incumbent is required to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- The incumbent must adhere to the DoD Standards of Conduct.

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:
Demonstrated experience performing duties in vendor management and contract oversight.
Market knowledge of IT Products, Goods, and Services (software and hardware) and current and emerging technology trends (cloud, digital, and agile).
Ability to establish leadership and influence to both internal and external stakeholders
Delivers IT services in accordance with agreed upon business requirements in conjunction with customers and stakeholders.
Monitor Service Level Agreements (SLA) and validating with customers that the service agreement meets the mission of the organization.
Expert communicator, both verbal and written, and able to prepare and brief professional quality presentations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
