This position is located in the Bureau of Diplomatic Security, Office of Personnel Security and Suitability. The Division is responsible for determining the initial and continuing eligibility of Department of State personnel. You will serve as a Management Analyst responsible for providing expert advice, analysis, and resolution of critical management issues affecting the organization's ability to accomplish its mission.
Duties
Establishes goals, objectives, plans, and priorities, adjusting as necessary to meet changing program requirements.
Assists in the development of quality assurance assessments into the security clearance background investigation management database.
Reviews and verifies all quality assurance assessments submitted by Quality Management Program team members for completeness.
Performs quality assurance assessments, documenting results, and recommending further action when warranted.
Liaises with other federal agencies to identify program best practices to keep abreast of federal policy and/or process changes to federal quality assessments.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience providing expert advice to senior management in the identification, analysis, and resolution of critical and complex management issues.
- Experience developing alternative courses of action to ensure timely and effective accomplishment of major management objectives.
- Experience developing and recommending improvements in policies and practices to carry out essential management responsibilities.
- Experience conducting accurate research and analysis of identified issues with an office.
There is no substitute of education for specialized experience for the GS-13 position.
