This position is located with Bonneville Power Administration (BPA), in the Long Term Sales and Purchases (PTL), organization of Bulk Marketing (PT), Power Services (P).
A successful candidate in the Public Utilities Specialist (Customer Account Executive) position will perform the duties of a Customer Account Executive in order to manage BPA's transmission portfolio and transmission acquisition strategy in support BPA surplus sales and purchase program.

- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Power Merchant Function employees.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience in 3 of the following areas:
Conducting or contributing towards power product design and product offerings with special attention to the delivery aspects of such design or offering;
Creating and supporting defensible policies and reaching viable solutions to problems experienced by electric-power utilities with respect to power deliveries, including developing strategies and procedures to achieve desired results;
Conducting or contributing toward analytical studies and cost-benefit analyses to support decision making, priorities, and accomplish long-range goals;
Providing direction, advice, analytical and technical documentation, and guidance to program/project staff and management on delivery aspects of federal energy transactions.
