This position is located in Facility/Infrastructure Services (FIS), Office of IT Services Management (OITSM), Center for Information Technology (CIT), National Institutes of Health (NIH).
This position serves as an IT Project Manager and resource in IT project management, and provides oversight and consultation on IT systems and infrastructure, and in the planning and conduct of major CIT and NIH IT research and development projects that support NIH biomedical research.
Duties
Planning, management, and oversight of NIH IT projects, processes and procedures involving the development and implementation of informatics and infrastructure systems and operational business and administrative solutions.
Serves as a technical advisor to management and other technical specialists on IT projects.
Coordinates and manages the budget execution process to ensure successful year end close out.
Contributes to the long-range financial plan by way of analyzing the environment, forecasting future trends, anticipating organizational and reimbursement charges, and recommending strategies to ensure the financial viability of the service area.
Accepts contract deliverables for programmatic adequacy on behalf of the Federal government.
Assembles special reports and makes presentations on a variety of financial management issues.
Serves as subject matter expert on Fee for Service activities and revenue forecasting.

Qualifications
You qualify at the GS-13 level, if you meet the following qualification requirements:
IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that possess each of the following four competencies:
Attention to Detail - is thorough when performing work and conscientious about attending to detail;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

AND,
1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT-related tasks such as: managing IT projects for the development of IT facilities and infrastructure systems and solutions; managing the formulation, execution, and evaluation of annual budget, spending plans, and allocations for IT projects and services; administering contracts for the provision of IT facilities services, equipment, maintenance, and software/hardware licenses; and coordinating IT facilities project management activities with management officials, program staff, and other organizations.
