Duties
You will work with a Contracting Officer/Team leader to negotiate and award complex contracts and contract modifications.
You will negotiate prices, terms and conditions, contract modifications, or schedule changes in the post-award phases of contracting.
You will interpret complex contractual language and identifying solutions which meet customer expectations and are consistent with
acquisition regulations and policies.
You will conduct fact-finding to determine remedies in resolving contract performance problems.
You will oversee contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to
comply with terms.
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level II. Certification is required within 36 months of appointment.
Qualifications
In addition to the Basic Requirements for this position, applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
For GG-7:
*Performing contracting work supporting contract administration;
* Reviewing requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents;
*Evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.

For GG-9:
*Performing procurement practices and procedures in large contract administration;
*Utilizing federal regulations and law in the creation of contracts;
*Developing contracts or schedules for the purchase of large quantities of items to meet the consolidated requirements of one or more regions;
*Gathering and evaluating price or cost data for a variety of pre-award or post-award procurement actions, such as proposals for production equipment subject to design change or changes in the manufacturing process.

For GG-11:
*Experience with contract administration principles and practices to monitor contract performance over the life of the contracts;
*Experience solving a broad range of problems relating to change proposals, claims, payments, and similar problems;
*Experience with contracts involving formal acquisition plans, source selection, and trade-off analysis techniques;
*Experience with acquisition techniques such as past performance analysis, commercial contracting, marketing surveys, performance based contracting, and Simplified Acquisition Procedures (SAP).

For GG-12:
*Experience utilizing the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), and command implementing directives;
*Experience with various contracting methods used to procure a wide variety of goods and services;
*Experience with a variety of contracts using standard and modified provisions to suit unique procurement situations sufficient to plan, conduct, administer, and/or terminate the procurement;
*Experience with programs and technical requirements of the organization for assigned procurements sufficient to advise technical representatives in planning and preparation of contractually acceptable specifications, statements of work, and quality assurance criteria.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GG-07: 1 full academic year of graduate education or law school or superior academic achievement.
GG-09: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
GG-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
